Washington, Feb. 17 .In the Bearing
Sea controversy there will be no treaty
made by the present administration with
the tory government at Ottawa, This is
one of the results' which is . made clear
by the masquerades : here of the past
week, and the cause of reciprocity, which
the torv cabinet pretend to have so
much at heart, has been apparently ser
iously injured by the campaign of false
pretenses here. It is known that the
president and Secretary Blaine are; in
dignant that diplomatic courtesy has
again been so audaciously abused as it
has been by the Dominion commission
ers it coming to Washington to negotiate
a treaty when they had no authority
whatever o even enter upon the prelim
inary consideration of that question.
When they arrived here it was supposed
that "they had full authority to conclude
an agreement .which, if approved by the
president and submitted to' the senate,
would be binding upon the United States
and ji pon the British government. It
now appears that they came for the pur- j
pose of endeavoring to 'look into the
hand of the United States,' and to ascer
tain, if they could, whether there would,
be' any prospect, of reciprocity, :eveu if
they could! obtain from Great Britain
any authority to negotiate a treaty. The
president and Secretary Blaine now find
that they haye.twice been. used to effect
a tory and anti-American purpose in
Canada. There are intimations that, if
the .. Dominion commissioners do ; not
omit the. .ordinary courtesy of calling
upon the president to take lea ve the
latter may avail himself of the occasion
to announce in a speech to them ' how
much this government teels that it has
been trifled with. It is said that Sir
Julian Pauncefote, the British minister,
is not altogether pleased that he has
made the cat's-paw, for the second time,
by the Dominion government " for pur
poses of its own, and that he feels very
much embarrassed that he should have
introduced the Dominion cabinet officers
to the secretary of state and the presi
dent, knowing that the United . States
officials presumed at least that the Cana
dian commissioners had some authority
in the premises.
' Halting Over Old Straw.
Rochester, Feb- 17.- At the annual
banquet last night of the chamber of
commerce, Major-General Nelson Miles
spoke on coast defenses. He said tha't
while in i860, we had a ;weH-fortihed
coast,, and the most, formidable navy
afloat, consisting of 613 vessels, carrying
severaL thousand guns, now our-coast
was entirely defenseless even against a
small fleet of hostile vessels." The power
of fortifications properly equipped to re
sist any land or navy force had- been
demonstrated at -Gibraltar,' Sabastapol,
Fort Sumpter . and many "other places,.
and suitable armament for pur forts, was
absolutely essential.? - Land batteries
with-the-- -nost-powerful steel breech-
loading rifled cannon and mortars with

In the English channel a gale is blowing
with great violence, and service between
England and the Continent is greatly de

is scarcely possible to see a boat's length

abates, . A schooner went ashore last
night at Southwold : in Suffolkshire, on
the North, sea.': Her crew was rescued.
The-1 highway are' almost impassable,
and if the storm continues much longer,
it will be impossible for them to be used

ThrocknortoB and Morrow' Cuu.
Washington-, Feb. "16. Though the
verdict of the cqurti-martiai JmJthe case
of May! Charles B. Throckmorton, tried
on charges of duplicating his pay ac
counts, will not be officially announced
until the president has formally acted
upon the papers,. it has become pretty
generally known throughout the war de
partment that the sentence is dismissal.'
It is- generally expected the president
will mitigate the" sentence 1 to two or'
three years suspension on half or three-
quarters pay. . There is something sig
nificant that does not appear on the sur
face in an order issued from the war de
partment today directing Col. "A. P.
Morrow, Third cavalry,' to proceed to his
home to await ' retirement. This order
provides a happy escape from' a court
martial trial for Col. Morrow. Charges
of disoledienee or orders were recently
preferred against him by Gen. Stanley.
The . charges against Col. Morrow are
based upon certain actions of that officer
during the recent Garza campaign. One
of the principal charges, constituting
disobedience or orders, recites that Col.
Morrow issued passes to men of his reg
iment to pass over the border into Mex
ico in the face of positive instructions
prohibiting such action, issued by Gen.
Stanley. . Col. Morrow, was tried by
court-martial in this city a few years
ago on charges of duplicating his pay ac
counts, . and was suspended for three
years. He was an aide to Gen. Sheri
dan for a number of years."
Florida v. California.
" Rivebside, Cat., Feb. 16. A; carload
of Florida orange trees were delivered in
the very heart of Riverside last. week.
They are fine trees, and to the casual ob
server are free from dangerous insect
pests, but there has been found upon
them a purple scale, young and old.. ; It
is absurd that the city and county should
be paying' many thousands of . dollars
annually tor the inspection of groves
and the growers' adding double this
amount in money paid for the fumigation
ef orchards, and yet be unable to. pre.
vent the importation of seed to replenish
that killed at such a vast expenditure of
labor and money.- The inspector will,
no doubt, take prompt and decisive
action in the matter.
Nicaragua Canal Convention.
San Fbaxcisco, Feb. 1G. A movement
to stir up the people, of California t j a
realization of the value of the Nicaragua
canal to this state was ' inaugurated re
cently in Napa City and resulted in the
appointment of a committee to issue a
call for a convention to be held in this
city March 29th next to consider ways and
means looking to the early construction
of the canal. This committee has formu
lated an address to the board of super
visors of all counties in the state, calling
upon them to send delegates to the pro
posed convention.".

Diaz has received William Curtis, and
promised ' that Mexico should make a
creditable exhibit at Chicago. He ex
pressed the hope of. improved trade re
lations between Mexico, and the United

telegram was received tonight announc

Plots to kill both President Montt and
Canto, have been discovered and thwar
ted. The attempt on President Mohtt's
life took place last Sunday night. . The
miscreants engaged in it, removed the
rails thret kilometers . north of Male
station. Their intention was to wreck
the train which Montt was announced
to take. Fortunately Montt stopped off
at a fide station, and moreover the re
moval of the rails was discovered by the
railroad officials before any damage -was
done. When the Santiago express for
this city arrived at Llaillai yesterday,
General Camo, who was one of the pas
sengers, left his seat in the Pullman car
to take his breakfast. Upon returning
he fonnd that his seat was saturated with
kerosene. ' Burned matches were dis
covered near b3. There was no clue to
the perpetrator.
