The Chronicle is the Only Paper in
The Dalles that Receives the Associated
Press Dispatches.
The Fossil Journal, speaking of the
resignation of Colonel Houghton of the
3d Regiment O. X. G. says that noth
ing but the election of a popular and
thoroughly competent man will serve to
arouse the various companies of the 3d
regiment out of the lethargy into which
they have fallen since their return from
the summer encampment. The Journal
seems to voice the sentiments of Com
pany E when it complains somewhat
bitterly of the treatment they have re
ceived with reference to the miserable
pittance due them by the state for ex
penses of transportation and waes.
There is no finer set of young fellows in
the whole regiment than the boys of
Company K and the Chroxiclk cannot
believe that they are complaining with
out cause. The Journal says that the
boysvere assured that no pecuniary loss
would follow their attendance on the
encampment and that while they were
out of pocket from $10 to $30 each for
transportation to Arlington and back
and over four long months have passed
away, they have never to this hour re
ceived a cent for these expenses. They
complain, and justly enough, that when
the board met about a month ago, ac
cording to reiKrt, while their transpor
tation expenses were allowed no wages
were allowed for the five days consumed
by the journey, because the "constitu
tion does not provide for such ex
penses.'! If this is the way the boys
have been treated it, ia no wonder the
Journal adds:
Devotion to duty is all very well ; so
also is obedience to the constitution, but
up here, in far-offlSastern Oregon, while
the natives may have but a limited
knowledge of the constitution, they have
a pretty well defined idea of justice, and
are seldom defrauded twice on the same
lay-out if they can by any means pre
vent it. The "Israelites rebelled at mak
ing bricks without material ; so also will
U. S. soldiers, loyal though they be. re
bel when they are cointielled to work for
nothing and board themselves:
There is no doubt that the election
law passed by the last Oregon legisla
ture known as the Australian ballot law
"does not apply to city elections. In
view of the pending election in Astoria

Ail are agreed that the law does not
apply to municipal elections. Mr. Bing
ham says: "When we drafted the bill
its application to cities was fully dis
. cussed and it was decided not to try in
the general act to regulate city elections
but to leave that to be accomplished by
amendments to each city charter. There
are a great many small towns incorpor
ated as cities in Oregon and if we had
attempted to go so far in our Australian
business we might have defeated" the
thing altogether." Mr. Bingham inti
mates that the framers of the' bill de
sired it to apply to Portland but the
bosses, Lotan and Simon, would not
have it and an attempt to have the
Portland city charter amended so as to
make it apply was defeated. It appears j
plain therefore that it depends alto
gether upon the charter of a

whether the law applies to it or not.

The Portland Telegram very
sums up the results of the elections of
last week. After quoting some decided
ly extreme demccrntic and republican
view:, it guys: ' "Both parties have
some n ation for rejoicing and some for
rcgrrt. Neither ia absolutely sure of
victory next year. The outiook is fav
orable to democratic success, because the
chances are decidedly in favor of New
York going democratic, but the repub
licans have a fighting chance, and they
will make the most of it."

The Capital Journal goes after Major
Handbury's scalp in thiafashion : Major
Hand bury has made another report on
opening the Columbia." The only open
ing the Columbia gets is -when the
"Majah" open his mouth.
The Dalles Chronicle is making a
grand fight to save the people ,of the
Dalles and the Inland Empire from the
clutches of the Union Pacific Milton
Eagle. -

G. J. Farley, of The Dalles, superin
tendent of the Cascades portage railroad,
was in 1'ortlanu yesterday, ana ex-
pressed himself freely about the war the
Union Pacific is making on the govern-
mentiine. '
"We continue to handle the bulk of
the Dassencer business, thonirh onr rat.
is still 2.00," he said, "against theirs of
50 cents. Moody is buying most of the
wheat at within 2 cents of the l'ortlan
price, though the freight is 10 2-5 cents j
a bushel from Dalles City to Portland, j
Of course, there must be a heavy cut in '
rates, though I am still of the decided
opinion that the company is buying the
wheat for itself. I know it is claimed
that the Union Pacific has no money to
spare for such a purpose, but it doesn't
take much money. You see, they can
realize on it at once' when the wheat
reaches here. The way they do is to
ferry Moody's wheat across the river at
Dalles City, then load it onto cars and
bring it down to Portland.
"There is no doubt, in my opinion, of
the entire success of the government
i line, in spite of the company's opposi
j tion and of ultimate failure of the Union
j cut in rates. Tne boats have been run
ning at a loss for years, and of course
are doing worse now. They cannot
keep it up except at very great loss. So
far as freight business is concerned, the
opposition boats are owned by Dalles
City merchants, and they will continue
to ship their freight by their own boats.
The expense of operating the portage
road is not over $t0 a month, and is
amply covered by the traffic. The boat
leaving up yesterday had all the freight
that could be put aboard her.
"The Union Pacific boats get very
little passenger business from Dalles
City. They sell a good many tickets
from Pendleton, Baker, La Grande and
Huntington to Dalles City. Here the
passengers get oft', and ride to Portland
on the boat for 50 cents. The fare bv
rail from Dalles City down is ?3.55 ; so
that by this arrangement the company
loses f o.iu on every rounrl trip passen

The exact financial position of the
Prince of Wales is not known. There
have been rumors that he is greatly in
debt, bnt I question their correctness.
When the prince came of age he became
possessed of the accumulations realized
during his minority from the Duchy of
Cornwall. A portion of them was ex
pended in the purchase of the Sandring
ham estate, and the remainder became
his. With this nest egg, with an income
of 110,000 pounds per annum, one of
10,000 for liis wife, a separate provision
for his children, and with Marlborough
House kept tip for him at the public cost
there seems no reason why his expend
iture should outrun his means. . His hos
pitalities are not greater than those of
the French president, who, with less
than half his income, does not get into

An Approach to Aerial Navigation.
Of course I hope to succeed, and from
the data obtained from experiments, and
from the - information I have obtained
from other sources, it seems almost cer
tain that I shall do so. Still I may not.
It may, however, be remarked that for
many years engineers and scientists have
admitted that the navigation of the air
is. certain to come so soon as a motor
could be discovered which had sufficient
anavfftr in 1. l
energy in proportion to its weight.
i This motor has been found, its nower
has "been tested and its weight is known,
It would therefore appear that we are
within measurable distance of a success
ful machine for navigating the air, and
I believe it is certain to come within the
next ten years, whether I succeed or not -I

preached so hard in favor of murder and
suicide that several of his followers cut

empire of the czar, many of whom prac-

His Protest was Effective.
- A citizen of Paris, Ky., who was fined
seven dollars for allowing his own cat on
his own premises to kill his own chick
ens, protested 60 vehemently against
this interference with a man's enjoy
ment of an inalienable right that the
judge, per force, remitted the penalty.
