The Chronicle is the Only Paper in
The Dalles that Receives the Associated
Press Dispatches.
WATER WORKS MISREPRESEN
TATIONS ANSWERED.
When Mr. Michell says he ''favored
bonding the city for $25,000" the
Chronicle accepts the statement cum
grano talio. Why then did he get mad
over the result of the election and why is
it that he was the only man who voted a
folded ticket. Ten of the eleven who
voted against bonding the city are
known. Who is the other one unless it
be the man who voted the folded ballot?
When Mr. Michell says "$90,000 were
sent out of the city," he is inaccurate.
The sum is not $90,000 and it did not all
go out of the city. Of course the money
paid for the old water plant and the
new piping went out of the city buM
Hitchcock & Frasier paid out between
$18,000 and $19,000 in wages, the greater
portion of which was spent here. These
contractors brought twenty men with
them. Before ten days had passed only
six of the twenty was in- their employ.
Since then they have employed those
who applied for work and these were
nearly all from this city. Besides this
they assure the writer that every dol
lars worth of material and supplies that
could be bought here were so bought
Would the pumping system have done
any better? Mr. Michell harps on the
"old V flume" and "draining a mill
pond." Who told him that the V flume
and mill pond were ever intended to be
the permanent Jsource of supply T The
brother has fought the gravity system so
long that he has not been admitted into
its secrets. Let him know then that the
V flume and the mill pond are only
temporary expedients and that long be
fore the flume has rotted away The
Dalles will have ceased to use it as a
source of supply. The city has abund
ant means that can be made available
and within two . years from now it is
fully expected the supply pipe will be
extended up the Mill creek valley above
every possible contamination, and Dog
river, which the city absolutely controls
and owns will be turned into it and both
the flume and "mill pond" abandoned
forever. ' But the supply "drains a mill
pond, and lumber, logs and wood will
float down it twelve hours a dav." No
it won't. They will only float ten hours,
and then for fourteen hours the flume
will supply the . reservoirs with water
without a stick of wood to defile it. The
-water will be turned in at night and will
-be as pure.'as it runs down the flume, as
;any water on earth, and when the sys-
. tern is completed the flume will be
abandoned, and the mill pond as well.
What Mr. Michell will do then God only
" knows. .
Bat "the old mains won't stand the
pressure." This reminds us of another
thing Mr. Michell never knew. The
works are so constructed that tne pres
sure can be increased or reduced at
pleasure, and the supply taken from
eitner tne upper or lower reservoir or
both. As to the bursting of the old
pipes, tne Uhbonicle knows as
much as the Times-Mountaineer and
neither knows anything. The fewer
prophesies Mr. Michell makes the less
ne win nave to take back. . if the pipes
should not burst what shall we think of
his foresight?
As to reparian ownership of Mill creek
xne uaiies is tne largest owner, ana, as
' we have said ..the-, only owner of Dog
river which alone is sufficient to supply
a city of 20,000 inhabitants. As to the
danger of the water supply falling short
during a fire, it may be said that the
new reservoir has a capacity of 2,400,000
gallons, the lower one ought to hold
. 600,000 gallons and thus the -city will
have nearly or quite three million
gallons ready tor any emergency, or
. enough to supply a city of ' 3000 inhabi
tants with 100 gallons of water per day
to each inhabitant for the space of ten
" days. , This quantity would put out
very considerable fire, before being ex
hausted. .
Mr. Michell says, "the lowest esti
mate for the pumping system was $101,
218.46." This was for the system that
proposed to take the water from the
VJolumbia below the outlet of every
sewer in the city. Above the city the
cost was estimated at $115,702.88 and
' the annual running expenses for 750,000
gallons a day, including interest $14,
429.62. Mr. Michell says the "annual
tax" is $6,122, for the lower estimate
but he dishonestly concealed the fact
that there was an annual item of inter
. est in the estimate from which he quoted
which alone amounted to $6,073,08 which
would make tne annual "tax" $12,195.08
Was it absolutely necessary that Mr.
Michell should state a falsehood to make
point, or was he merely mistaken
when he made an error in the estimated
annual running expenses of the cheapest
pumping system of no less than $6,073.08?
In either case his statement are un
worthy of confidence and only proves
the necessity that existed for a news
paper that would tell the people the
truth.
From the Portland TeUqram we learn
that there is quite a little tempest among
the grocers of Portland because, 'as they
allege the sugar refineries of San Fran
cisco are discriminating against fort-
land by selling sugar to interior towns
in Oregon and Washington cheaper than
they do to Portland. It is claimed to be
an "undeniable fact" that Claus Spreck
els sells sugar' a cent a pound cheaper
to Dalles, merchants than to Portland
bs." If this is true it is really awful,
and no wonder these Portland merchants
have sent a committee. of two to San
Francisco to spend with Claus Speckels
to have mercy on them lest The Dalles
get away with the whole Portland sugar
trade. The truth is. only one or two
Dalles merchants buy any sugar in San
Francisco, and they emphatically deny
that they get any favor from Claus
Spreckels ' over Portland merchants,
They say that by buying their sugars in
car lots they can wholesale it cheaper,
with freight added than the Portland
merchants do to persons who ship in
small quantities. In other words they
claim that they pay as much as the Port
land merchants do but are willing to sell
tor a smaller proht. The difference in
freight between car lots and smaller
quantities is all the advantage they
have.
Our local columns last evening con
tained the intelligence that a new com
pany had been incorporated in this city
for the purpose of building a portage road
between this city and a point "above
Hell Gate in Sherman county." The in
corporators are D. M. French, Robert
Mays, Max Vogt, A. S. Macalister, Hugh
Glenn, Joseph T. Peters and B. F.
Laughlin ; all leading business men and
capitalists of this city. The movement
is exceedingly timely and in the right
direction. A portage road that will
cross the Deschutes and tap Sherman
county is just the thing we want. It
will be in order to have a survey made
of the best possible route and an esti
mate of the cost. When this is done
we shall be disappointed if we are not
able to show that the Oregon side is.
after all as cheap and far more feasible
than the Washington side. It will be a
proud day tor the Chronicle when it
sees Sherman and Wasco counties unit
ed by bands of steel. Mav that day be
rapidly hastened.
