The dty council at u. adjourned
session today passed ' the ordinance
estimatinr and declaring -' the - neces
sary amount of money to be raised
by treneral taxation, and levytnsr the
taxes therefor for tne fiscal year end-
j ivg November 30, 823.
, The total amount hus designated
is 3,0 W97, and for tfa bonded in
debtedness interest fund and sinking
fund a levy to raise J573.339 will be
made. The items are as follows :
, " General fund, for payment of city
expenses not otherwise provided for,
including- roaintensfnee and repair of
; sewers and paved streets, 52,983,481.
Firemen's relief and pension fund,
2.B00. or one tenth of one mill on
, .each dollar of assessed valuation of
the property not exempt from taxa

Special' bridge fund, for construc
tion of bridges elsewhere than across

CITY NOTIFIES AGENT THAT
BOSPi Will BE REDEEMED
City Treasurer -Adams has notified
the Chase National bank of New York
City, fiscal bond agent for the city of
Portland, that city improvement bonds
to the amount of $224,204.52 will be re
deemed February 1 next. Adams at
that time, will take advantage of a
charter amendment provision passed in
1315. whereby bonds .may be redeemed
at the option of the treasurer at any
time after three years from the date. of
Issue, upon payment of they face value
and accrued interest. Bends issued
prior to 1815 can be redeemed only
semi-annually at the interest payment

filed with City , Auditor Funk today.
This covers a project fop-a trunk
sswsr long desired to give sanitary
sewerage and drainage facilities to a
' large area of well built up territory on
the southern! and .eastern slopes' of
Mount Tabor.. Jt will be more than
10,000 feet in length, reaching from
52d street southeast and 27th avenue
southeast to East Madison and East
0th streets. The estimated cost . is

of East 7th street from Division to

Allowed to Inspect
Private Schools
Neither ": the Portland school board
nor the county superintendent has any
authority to . "inspect, supervise or
regulate any private - school of the
cy,, either under the oM laws or
under ' the new eompuisory public
school attendance law,- according to
an opinion handed down by Assistant
Attorney General Or ace E. Smith, to
Superintendent Grout of the Portland
district. -
"Prior to the election public state
ment was .made that the school board
bad power to inspect private schools,
said School Director William F. Wood
ward today. "This decision shows
that no such power exists."
The only" person with power over
the private schools is the state super
intendent, according to the opinion.
and. his power extends only to inspec
tion for the purpose- of getting in
formation for the legislature. Under
the police power. Of course, provisions
are available for enforcing the com
pulsory education act.
