Brockway deplored the lack of lead

declared that he had on his desk a list
of 100 or ioo boys who were in need

cumstances. Despite the fact that 85
per cent of the infractions of the law
. in Portland are committed by boys be
tween the ages of 13 and 21 years,
Brockway attacked the theory that

to reach every boy. but when we are
