GOOD WITH
PRUIIE DECISION
IS HOT POPULAR
. !B)y Mr man H. Cons
: XTpbolding of the Oregoa and . Washington
grows tn their refusal to deiier 88 to 48
iaa prunes ts full to Eastern bayera, the Ore
goa state board of horticulture has) changed
completely the idea, of ' the- trad regarding
contract. t A t-
Owing to tha very large crop of prunes this
season, only In small per cent of the Oregon
Washington crop was of tha 80 to 40 sise,
while conaiderable of this site was sold early
in the season. Full deliveries were refused by
the associations, and appeal was mad by the
buyers. Finally - the Oregon state . board of
horticulture waa- made arbitrator and haa
decided in fator of the growers, s? -
The decision is by no means popular with
the trada. for the reason that H ia"claime
.that the Oregon officisl aaturally aided with
the home people. ; - - -
The contrcversy. which ha been brought to
a dose, was first token up by the- New Xrk
Dried Fruit association, which sent the- fol
lowing ad rice to the Oregon sUt board of
hortieulture: i ' ,- -.--:.' --.--,' .'..--.;. .;.; r
The Washington Growers Packing corpor
ation and the Oregon Grower' Cooper tire
association propose prorating deliveries on this
season's crop 86 to 40 sise Oregon prunes,
claiming nixie r Northwest dried fruit contract
severe damage to crop, which they say occurred
first week oil September, due to week of very
hot weather I immediately followed, by heavy
rains, which Caused prunes to ripen abnormally.
We understand these associations are asking
your board to sustain their right to prorata.
This association desires to acquaint yoa with
the following facts: Att of the larger inde
pendent Oregon shippers have already signi
fied their intention of delivering their contracts
80 to 40 tise in fan."'. These Shipper eotd
conservatively, of this sise in tho early stages
of the crop, which promised to be a large
en ami hence would probably produce a lim
ited quantity et the larger sixes, while the
OreeSm and Washington association took a
chsnoe and fold relatively large proportion
of 30 to 40 sise in assortment, and are now
attempting to deliver short in the face of the
fact that 30 i to 40 sis are now procurable, as
i evidenced by daily offer of this ds made
in thi market by reputable, responsible Ore
gon shippers . We sak thst you verify our
statement and eonsider it carefully, before ren
dering any decision."
Th following reply was given by tha Ore
gon board ; ; J.' ' . 't ;
"First, Thst (aside from Clarke ; County
Washington) t the proportion of the 30-40
sise in Oregon and Washington was Jess than
2 per cent of tha total crop, and ranged front
8.3 per eentlto 15 per cent af their five year
average percent is of that sise; and that the
proportion of the 90-40 sis in Clarke county
was less than! 1 1 per cent of it total pack, be
ing 38 per cent of it average of five years. -
"Second. jWe find, farther, that this small
percentage of Is sise prunes in the 1983
Tvn .f rtredmn and ' Washington was due to
the following climatic conditions obtaining in
those states. "Just previous to ana a tn open
ing period-' . - , ' r J
. "ntirine the first " dan of September an
average of about half an inch of rain fell
over the prsne growing seciiofis ef Western
Oregon and Waahtogton,. but there was no fur
ther -rain nntil the 25th of the month. This
imnfaitatinn Iwaa below the amount nsualTy ex-
nerieoMd at khat season. It was followed im
mediately by the hottest period of September
weather ever recorded at the leading prune
growing points. At the inception of this un
usual hot period, tha a versa maximum tem
rr.tur. tnmbed in 48 hours in some sections
17 degrees, and in others as high as 25 de
grees, and Fu maintained lor several . uaya
mt . arre level of 96.8 dearees throughout
the Willamette and Cmpo.ua valleys, reaching
101 degreeslat Boseburg and 108 degree at
McMinnviBe. In Clark county me average
maximum daring the . same period was about
"As showft'by the records ef the exnerteieBt
station at Corrallis, the- eraporation rata rose
sharply -front -118 inch on September T to
.318 inch on the 12th. For seven sueees
sivsi days tt exesded one-fourth Inch daily,
nnmuul 1 ooenrrenoe.
This uccession of clissatie conditions a
half inch of rain followed immediately by, a
prolonged drooth, by unparalleled heat for that
time of year and by an exceptionally high
evaporation rate bad the natural effect . of
immediately and severely damaging the prune
crop, eausingl the fruit to cease it normal de
velopment ana to snrtvet as in stem 100, sw
uilttn in ani nnuaual DroDortioa of small sixes.
"Further evidence mat ine scarcity m aarsw
prunes ia the 1923 crop wss due to the cli
matic conditions above described may be seen
inm mii.ratia of the fsct that the-same
ecarcity prevailed in both the Willamette and
the Lmpqnai rauays, ana sue isra. subs
same climatio conditions were experienced - m
both valley. ' --r i
"This conclusion if farther trentthen4' by
the fact thst in Clarke eounty. : Washington,
where the maximum temperature during the
period under review was several degrees lower,
the proportion of 30-40 prune .was corre
spondingly greater, as tha following table dis-

In an effort to seenre b mines at any east,
some ef the- anuller floor mills ef the Pacific
Northwest are said to be freely offering their
export brand,- including- both - !ub straight
and blaeetesn cutoff flour at reductions rang
ing to 30c -per barrel from list value. Bvca
these reduction appear insufficient to force a
resumption of foreign flour buying while the
prises are actually a net lost, to those willing
to aeU. None of the- big local milla, so far
as' can be ascertained, are wjUing to eH float
st reductions of snore than 10c per barret
Some are asking full list price. .1 -
Reports indicate the passing of a small
volume of flour bust nee with Glasgow, but
Irish bnsinsas. while repotted,, ia unooofirmed.
Total volnss of European flour business pass
ing her is of nominal character.
Oriental .flour business ia almost too limited
to note at the moment
Not only le there a lagging tone la the ex
pert Hoar trade bat it has bean feand impos
aibl to interest foreigners tat ear wheat around
prevaDinw euc-tation. There being a lack of
export demand for both wheat and Hoar, it
is somewhat hard to understand tha action of
buyers in paying present extreme values -on
white slab wheat" Actual business, wail of
small, volume, , has- been confirmed - of late
around' 81.28 tse bushel for white club or
western white for Portland delivery, but -
high ss 61-27 per busnei & been coeiirmon
for Paget Sound delivery.
It appears that none of the exporters aa
in the market for wheat at this time, the lim
ited trading being - eowfiaed to brokers and
speculator generally. '.-
