URGES
CHANGE IN DATE ;
OF FISCAL YEAR
Olymnia, Wash., Oct. 16. Calling at-
tention to the benefit tSat would ao-
crue to the farmers through the ehang-
ing of tie fiscal yeaf ' of the state
' of Washington, and the more , business
like manner in , which the business
of state coald , be conducted through
the chance,' Governor; Hart In t atate-
ment issued Saturday, calls attention
to the reason for the submission of the
amendment as follows:
Firtr That the. legislature might fix
the fiscal . year, making It uniform
throughout the several state depart
ments, and to conform with the fed
eral fiscal year.
Second That the tax levies might be
fixed after. Instead of before the meet
ing of the legislature, in order that
revenues' sufficient only to pay appro
priations, might be raised.
Third That by . changing the Sate
of the assessment from March 1 to
January 1 the meeting of the equaliza
tion committee from September ' to
May, the date taxes would become due
from February to August, the" dis
count date from March 1$ to August
31, and the first half payment of taxes
from May 31 to "September 80, It will
be much easier for the- farming popu
lation to meet their taxes...

At present March 15 finds the farmer
borrowing money to carry him through
the summer, or at best closely budget
ing his . funds to -carry him-over,
while the big financial concftns are
able to take advantage of the 3 per
cent discount, the" governor says.
"When, the first half of the taxes
come flue the farmer . is borrowing
money to harvest his crops.
At present the money comes into
i the state treasury in winter and early
epringr auto licenses, insurance tax,
personal property :tax and tax pay
menu upon which ' discount has been
allowed with, a small amount (by
reason of the first half payments
coming in June) being paid from Au
gust to November. Just when the banks
of the state ; are hard pressed to1 get
money to move .the crops the state
treasurer's balance in the banks is at
its lowest ebb, a decline from nine
or ten millions of dollars to three mil
lion or less -In November.
Thus the farmer catches' it at both
ends.
With the adoption of this constitu
tional amendment the legislature can
recufy this condition.,
The state equalization committee now
meets in September andwithout know
, )ng what demands the legislature will
iriake upon the taxprersr for funds
zixes the levies for the comfne year.
Should the legislature appropriate
more than the levy will raise then the
committee can only, make that amount
up by a raise in the levy, the follow
ing September..

With the dhange in the fiscal year
the equalization committee would meet
just following the session of the legis
lature and upon the basis of the ap
propriations made by that body fix
the levies. It seems to me that this
would be a much more, business like
procedure tnan attempting to fix the
levies before the amount needed had
been determined.
Another objection to the present dates
of the fiscal year is that a goodly
part of the funds from pns biennlum
are available before the biennlum actur
ally begins, and are spent for the ex
penses of the present 1 biennlum in
stead of. the future one for which they
were levied. v -.
Appropriations are mads for the bi
ennium. The present biennial annro-
priations were made to cover tho ex
penses from Aprir I, 1921. to March 81.
1923. yet several hundred thousand
dollars of the 1921 taxes were collected
and actually paid out before April
, 1. 1921. for expenses incurred in the
; biennium ending March 31. 1921.
Under the proposed amendment ap-

the revenues of the biennlum for
which the appropriation Is made, i
