Tbe latest estimates of the cereal outturns are much below those of a mouth ago, doe chiefly to sharp reversal in the wheat and corn prospect of Raumania, and to a much heavier shortsg in the French wheat crop then, waa anticipated. The latest official wheat estimate .of" the Ronmanlam crop put the outturn at 1,600,000 bushels under that of last year, .in stead of 12,760,000 bushels in excess of last season as officially given, out in August, i i The shortage in the' French wheat crop i 30,000,000 bushel more than waa estimated . at the earlier official forecast. Austria'a wheat ! erop ia better than waa anticipated, with a loss : of only 7 per cent as orer last rear, instead of 20 per cent aa formerly, stated. With ample credit tbe mala Question affecting speculative operation hi eom nan v earninea now and for tha fnrnm. Between individual companies r"fllrlrn normal pre-war profits, a number are fealinz tine ef fect of savers competition aad are operating with only small ha lances te, the good and a tew are rmnwnslly prosperous. The stock market ia taking eogniaanee ef these differences, is hot moving as a eait but is discriminating carefully between the stocks of industrial corporations that are doing well and those that are aot In speakiag of the bonnes situation tbeae irregularities have to be taken into account In most lines there ia improvement as compared with the spring and rammer and seemingly a gradual ten dency toward further recovery. In other lines the position i less satisfactory and the outlook more uncertain. Borrowings Snow Increase. - The advance of over $90,000,600 ia bor rowings from the reserve-banks is the larg o&t iacrease that has occured in aay week this year. It re fleet three distinct opera tions:. First the financing ef subscriptions to the new government loan; second, the lin ing of the normal demands in the agricul tural section; and, third, the handling of tne larger credit requirement occasioned by the recant rise in Wall Street prices. - The reserve ratio of the federal return system ss a whole is now down 6 per eeat from what it was two months sgct but the expansion . in rediscounts aad note circulation is quite unimportant when measured by the huge total of tbe inflationary period of two years ago. In other words, the money mar ket is two-thirds of the way through the try ing period of the crop movement a period which in the past has involved great strain, high money premiums and frequent stock market collapses and yet money rate an only up one-half to 1 per cent from their extreme low el the early summer. Effect ef Stock Dtvldands. So far the splitting up of capital accounts aa an argument for higher pileee has been rather overdone, in -the same way that five months ago speculative Wall street deceived itself about the effect of the eteel merger. The maltipfication of share units - does not add to the selling values of stocks- uclee ft emails a larger recognition 10 toe stoca holder. This was perceived In a special man ner when, following .the 400 per cent stock dividend by Standard (Ml of New Jersey, the shares fell a sheer 20. points. All that really happens in such a ease h that the capital increase advertises the pros perity of the company, calling attention tu the .large accumulation of surplus and the advance in earning power. To . direct public notice to these fact Is worth; from a tem porary speculative standpoint, 60 points ia the market aa it waa with Standard Oil. These stock dividend anaooaeements reaBy owe their influence upon the security -dealings to the fast that they remind the pubUe nf th importance of treasury assets represented by profit and lom surpluses a an ' ultimata determinant of values. New Low for Qsrman Mark. The new low record for the German mark. Ss no surprise m view of the frightful ex pansions Ktill going oa During September tha Beirh-bank note circulation mounted to K6.O00,000,OO0 mark.'. -So far ia October even this terrific crease haa been . outdone. The way .thing are going bow the addition to tlie German paper note iaue for the cur rent month will eareely fall short cf lOO. 000.000.000 marks. . This is not by any means all the -story. Despite . the fact that the Beichsbaak has nought to curtail new borrowing by raising its discount rate front 8 to 8 per eent It private discounts at the close of Septem- rer stooa oo,ooo, oog,o mars against 21.750,000.000 at th cloee of August and only a little over 8.000.000,000 at the dose of July. This (hows how the shrinks re ia the value nf the currency haa inflated the demand for credit At the same time the government haa largely increased its bor rowings in - spite of the relief afforded by tbe postponement of the remaining cash rep aration payments for 1922. Outside Control of Oermen : Finance On September 80 the fleeting debt of the German treasury was 528,000.090,000 mark tBain-t 331.000,000.900 on August 31 and something- under S08.000.O00.00O oa Jnly 31.
