TRAFFIC SPREAD
AT APPROACHES
OF BRIDGES, PLAN
On of the moat important moves, in
, connection with the great problem of
- traffic congestion and the! reconstruc
. tlon of the Burnside bridge and build
ing; of the new Ross Island bridge. Is
to be initiated at the session-'of the
city council next Wednesday. At that
time Commissioner Barbur will intro
duce a resolution to make surveys,
studies and reports on all bridge ap
proaches and means by which addi
ktional streets may be opened directly
to the bridge approaches; so. as to
' spread the traffic immediately as it
" leaves the main structure. 4

TYPHOID CASES INCREASE
. Two more cases of typhoid" fever
were reported to .the city health of-
f ice today. They are J. . A. Moe, 43,
No. 1245 Union avenue, and Magnus
'Knutson, 25, No. $72 -Skidmore. street.
Both are at the Good Samaritan hos
pital. This makes 27 cases of typhoid
fever reported to the health office dur
ing the. fall months. The cause of in
fection in the last two cases have
not been determined. '

Mr. Armour replied.

were "short" on. the market last May
were responsible for the Chicago Board
of Trade's emergency car delivery rule
At that time, which is said to have re
eclted in a drop in the price, o wheat
from $1.46 to $1.16 a bushel, accord
ing to Arthur V. Cutten, member of
.'the board and reputed to be one of the
heaviest plungers" on the grain mar--
ket,' in his testimony Thursday before
ithe federal trade commission. .

bushels when the rule permitting de
livery of grain on track instead of in
elevators was invoked last May. and
that he had been forced to sell a great
deal of this amount at a heavy loss.
Witnesses at previous sessions had
testified that the rule had been invoked
because all elevators were chock, full
and no storage room was available.
George E. Marcy, president - of the
Armour Grain ' company, was one of
these witnesses: Cutten said he was
not sure about the public elevators, but
believed there had een plenty of rom
in private elevators.
CARRIED IN CARS
"People carried the wheat in cars
until the demurrage charges; became
so heavy they were forced to liqui
date," said Cutten, in explaining the
price drop. . -
L. F. Gates, former president of the
Board of Trade, admitted that it was
common rumor that the Armour Grain
company had been one of the large
houses to benefit by the invocation of
the emergency car rule. E. F. Rosen
baum, president of the Rosen baurn
company, also admitted that both his
concern and the Armour interests were
the heaviest dealets in wheat last May.

romance of the Rev. Edward "W. Hall
and Mrs. Eleanor Mills, the sexton's
wife, abut three months ago. . Whjsn
this fact came to light today, a woman
believed to have filled the gap and
have been friendly with the pastor
while Mrs. Mills was recovering from
an operation was sought as a possible
suspect in the murder of the couple.
The woman, toward whom three ave
nues of investigation, turned, may
have become enraged at resumption of
the preacher's alleged love affair with
the choir singer, it was believed.
Or a man involved In this newly
bared angle of the tragedy, and now
sought by the authorities, may be
placed under suspicion. f
What appears to be a brand-new
field of Investigation has been opened
up. A statement by James Mills, hus
band of the murdered woman, that his
wife was ill, operated upon and Con
valescent over a considerable period of
time this summer, may have pointed
the way. s
The investigators have turned their
backs upon the unfortunate little trio
of feeble-minded characters; Raymond
Schneider, Pearl. Bahmer !and her

Herbert Lt. Swett of Portland, son
of Mrs. Isaac Swett. Np. 45 East 24th
street north, has been appointed a
member of the board of advisers for
the Ames competition in the Harvard
university law school. The Ames com
petition is one between law clubs in
the Harvard law school. It forms a
valuable supplement to classroom work
in that ''it gives students experience In
the forms of legal practice. Swett. a
third-year student In the law school,
is a graduate of Reed college.

hour rise voted by the public group

RANGER TRANSFERRED
Ranger. E. W. Wheeler, who has
been stationed on the CotviUe national
forest in' Eastern Oregon for many
years, baa been transferred j to the
Oregon national forest. In charge f of
the Hermann Creek ranged station: on
the Columbia river highway.. M. J.
Brown, who baa been, stationery at this
point, has been transferred Xo the
Wallowa national forest, where he was
formerly employed, according- to Shir,
ley Buck, district forest Inspector. The
transfer la effective October! 25.

Salem. Oct. 13. "The recent sessions
of congress have been devoted espe
cially to reconstruction - of the. finan
cial and revenue systems of the coun
try, so that business could HVe and
tlw people prosper," declared ; Repre
sentative W. C. Hawley upon ihis re
turn from Washington. Thursday. "The
ways and means committee, on which I
am 'fourth in rank, has had the initia
tive in these measures. When the 66th
congress assembled in December. "1919,
the estimated annual expenditures for
carrying on the ' government was
$5,500,000,000. .1
"After long and detailed- considera
tion of the proposed expenditures, I
proposed to my associates on the com
mittee of ways and means that We levy
taxes in the revenue bill of 1921 that
would earn about $.3,250,000,000 per
year, and that the most effective way
to limit Expenditures was to limit the
amount to be collected by taxation. It
was believed that this amount would
be sufficient to pay the running ex
penses of the government, and pay
claims arising out of the war which
the preceding administration bad left
behind it.- t .
"I expect to visit every, waterway
in which Improvements are desired,
before returning to Washington, in or
der to obtain full Information for use
before the committee on appropriations
in obtaining the moneys needed to con
struct them. The largest single item
is . the construction of the two jetties
at the entrance to Coos bay, which will
cost over $3,000,000. I expect to obtain
between $3,000,000 and JJ.000,000 for our
river and harbor improvements."
Hawley is candidate" to succeed him
self and has no opponent. He is serv
ing his seventh term in congress.

a lie."
Everyone in New Brunswick, with
the exception of the authorities, knew
it was a lie from the beginning. There
was not a semblance of logical truth
anywhere in it.
Schneider says he concocted the"story
because he believed Hayes and Pearl
Bahmer had told the police that Schnel
der was at the old Phillips farm the
night of the murder and had .had some
connection with it. Here were the out-
croppinzs of the primitive "third de
gree" methods that were used on him.
Schneider was told by the detectives
that Hayes had "confessel" and in
volved him in the crime. This method
of "third degree," it is now generally
believed, was first -employed by the
serpentin the Garden of Eden. But.
it worked on poor wcak-bratnea
Schneider and under the official urge
to "get revenge" he signed a paper
prepared by the authorities and accus
ing Hayes of shooting the distinguisnea
rector and the attractive choir singer.
ABSURDITY APPARENT
The silliness of the Schneider state
ment, the illogical motive back of the
whole thing, the Inconsistency of the
theory evolved by Schneider and his
"third degree" tormentors, all were
pointed out to the prosecutors by the
newspaper reporters working on the
case, but the officers of the law insist
"ed that they had a reasonable basis of
prosecution and they put Clifford
Hayes behind the bars. But first tjtey
had tried the same "third degree" meth
ods on him, but Hayes, being a brighter
lad than his one-time companion, gave
the clumsy detectives the laugh.
The whole Schneider-Hayes phase of
the murder Investigation has been a
travesty which has made a laughing
stock of "justice" for the time being.
It has given the "third degree" , con
fession a, bad odor which will sweep
through the-entire country and to every
nook and corner where such 'methods
are employed in criminal Investigation,
URGE MASS MEETING'
The stupidity of the Schneider-Hayes
episode with its side issues of muddy
ing the water through the arrest of
Nick Bahmer and his daughter, is be
yond all understanding and there .is
small wonder that New Brunswick to
day Is talking of a mass meeting at
which to denounce the local authorities
and to demand further action, by the
governor.
The mc-st significant part of the ar
rest of Clifford Hayes was the pre
tense of authorities that the murder
mystery was solved and that the
"troublesome" ' newspaper reporters
might be sent home.

sula fiend." was obtained' today by
police detectives who say they are
positive Hansen Is the man they hare

L Nine small burglaries have been at
tributed to Hansen, who is said to have
confessed to the majority of them.
Mr. and Mrs. C L. Bishlr. No. 169
East Russell street, have identified
Hansen as the man who stopped them
on their front porch in July, drawing;
a grun, but , abandoning his purpose
when they showed signs oft resistance.
After seeing the photograph publish
ed in local papers, Mr. and Mrs. Bishlr
called at police headquarters and
picked Hansen, from a line of. prison
ers. Hansen admitted he "knew the lady"
but refused to make any other state
ment. ;
Police detectives have asked that
any women who were annoyed by
men in the Peninsula district call at
police Headquarters or by telephone to
assist in "working up the case.
