COUNCIL DELAYS
ACTION ON LEVY
FOR 1925 FAIR
The city counciWhas deferred until
o'clock Friday night action on plac
ing tt' the November 7 ballot the pro
posed jeharte amendment "permitting
Portland to levy a tax of $3,000,000 f,or
financing the 1325 exposition.
The matter was on the official cal
endar for Wednesday forenoon, but
upon request' of Mayor Baker it was
-carried over to the adjournea session.
- "Although official notice 'has been
given that this is the time for consid
eration nf this measure." Raid Mayor
Baker. "I believe (it I wise to put oft
final, action to the latest possible time
. limit,- so that there mftr be no charge
that we are trying t$ '"put something
.over without the pubilc being fully
aware of our actions. I want every
thing to bo open and above board on
this measure, and if there are any ob
jectors who wish to be heard this will
give thrra .ample opportunity." ,
The council in adjourned session
Friday will give further consideration
i to proposed amendments for submis
sion at the November election. At its
session Wednesday afternoon Jt decided
that the proposed amendments provid
ing for a -5 per cent charge on all local
improvements, to njeet "overhead" ex
penses. Is not an emergency measure ;
nor is the 'one amending the so-called
Ziegler amendment: tp the charter, safe
guarding the vacation of streets In
areas adjacent to? the waterfront or
railroad terminals. These were re-
r ferred back to the charter revision
committee:
The proposed amendment permit-.
. ting - the dock commission' - to lease
-lands 'for periods of not more than SO
years and at stated rate was not fully
indorsed, and the commission is to be
. invited to appear before the council
for discussion of the measure. -
Amendments in the provisions for
tit police and firemen's pension funds
is desired by these bodies-,- and these
also are to be further discussed.
Schools to Meet in
Stock Judging Test
, : -High school boys an girls enrolled
for intensive courses in animal hus
bandry and livestock judging under
the Smith-Hughes act. will be eligible
to eompete in a new stock-Judging
contest which has been added to the
program' of the 1922 Pacific Interna
tional Livestock exposition, November
4-11. An appropriation of $500 has
been set aside by stock show officials
to finance this feature. There are now
25 cities in Oregon having high schools
where animal husbandry and stock
judgfcng are being taught under the
Smith-Hughes act. Professor K. K.
TClliot of Salem, director ofrthe Smith-
Hughes vocational work In Oregon,
predicts that each of these-schools will
send a crack team to Portland to com
pete for the cups, trophies and-medals
that will- be offered.

Citizenship Lost by
Women Through
Marriage Regained
Several native born American women
residing in Portland, . who became
alienated because of having married
subjects of foreign countries, are hur
ryimr about" to gain back their citizen
ship, made possible by the paasage of
the new law affecting the national
status of women, according- to R. P.
Bonham, United States immigration
inspector.
"Several attorneys were in to see
m Tuesday." said Bonham, "inquiring
about the law, saying that clients
wished to take Immediate steps to
regain their citizenship through the

I The, law permits any woman who
has lost her citizenship through mar
riage to regain it "by naturalization
Without having to declare!, intention,
and with only one year residence re
quirement In lieu, of the customary
five-year period required of ordinary
aliens seeking naturalization.
! Although women : alienated by mar
riage may regain that which they lost,
alien women who became citizens by
marriage prior to the passage of the
act will nof lose that which they
gained.

In promotion of : the coming Oregon
Health Exposition October 26 to No
vember, business and health conser
vation interests met at a luncheon
given by A. L. Mills at the Portland
hotel Wednesday. Mills, as chairman
of the exposition committee,-1' outlined
its scope and gave; some startling facts
and figures regarding losses from pre
ventable diseases and the need of pub
lic education on these lines. Other
speakers were Dr.' A. C. Smith, Dr.
Richard B. DiBehunt, head of the
University of Oregon medical school,
and Mayor Baker, who made a plea
for united support for the f Oregon
Health exposition.

mobile, passing in front of her home,

Six Union Railroad
Workers Are Bound
Over to Grand. Jury
Six union men, charged with having,
been Involved" in a street fight at 4th
and Salmon streets on the night of
September- iS-were bound over the
state grand jury Wednesday by? Mu
nicipal Judge Ekwall after a lengthy
preliminary hearing. ;
That fight grew out of labor troubles,
it was brought out in the hearing.
One of the men, F. F. Amick, ia a
union employe of th O. W. R. a
N. company shops, but did not go out
on strike July 1 with bis fellow work
ers. Fred Ross, charged by "Amick with
assault, was on the scene of the fight
ing, and was one of the -six bound over.
He Is chairman of the central strike
committee of the railroad brotherhoods
which Joined the walkout.'
Roy Baker, Frank Smith, D. F.
Green and Chris Borger, all striking
employes, also were charged with as
sault. Amick, who was complaining
witness against the other five men, was
himself bound over to' the grand jury
on a charge of assault.
Highways Improved
By Heavy Rainfall
Walla Walla. Wash., Oct 4. Con
tinuous heavy rains during the last two
days have settled the roads throughout
the inland empire and dragging by the
commissioners of all 'counties has im
proved all dirt and gravelled stretches
which have been badly cut up during
the last week of the dry spell w hich
struck this section: during September.
Although tourist triffic is -flow waning
between 50 and 60 parties a week have
been stopping at the local automobile
camping park. i
