United News Staff Correspondent
Washington, Sept. 30. Republican
ampaigrt speakers -will devote them-
i-elves between now and election to
tcceptingr the challenge of the Demo
crats that the administration party is
eponible for high living- costs and
or the extravagant management of the
liovernment. -
Furthermore, they are raising: the
ssue of foreign relations which the
democrats are studiously avoiding,
md they are reviving the attack on
'X-Preeidnt Wilson particularly re
garding the treaty of Versailles.
This line of strategy is revealed in
he Republican senatorial and congres
sional -text book just made public. The
irst half of the program comprises a
lefense of the Fordney-McCumber
ariff ; of agricultural aid extended tjy"
he present administration ; and of in
ernal financial policies- A large por
ion is also taken up with criticism
f trie Wilson war administration and
i presentation of Republican accom
dishments in the field of foreign re
ations. .
CABIKF IS DtFESDED
The tariff, according to the Repub
licans," gives employment and pros
le'rity to millions of men and women
nsraged in manufactures, agriculture
ind mlrciog, at the highest compensa
ion in the world, -and gives them also
he returns wiith which to buy from
ach other. There Is no truth In the
"ree trade argument that the enact
nent of a protective tariff will invite
etaliation by other nations It is un
rue because practically every other
lation has already enacted a protective
arlff which levies duties against the
United States."
No irttempt is made to answer the
letalled fiuuree of the Democrats to
fhow how the Fordney-McCumtoer
arlff increases the cost of staple ar
icles. Therefor, it would seem, the
tepuhlican campaign so far as the
ariff Is concerned, will be largely a
lefeftae of the theory of protection.
MAKE C050:U.Y CLAIM
In contrast with the policy of
'waste, extravagance and graft" of
he Wilson administration, the Kepub-
icans point out that the first regular
'ession of the present Republican con
ress appropriated . $3,74o.0G0,OOO, or
-.2.710,000,000 less for the years main
efiance of the government, than, was
tppropriated by the last Democratic
ongress.
It is further pointed out that through
he operation of the executive budget
yetem, under which annual cxpendi
ures are said to have been reduced
RJ,000,000,000, it has been possible to
educe taxes $1,000,000,000 a year, and
iespite shrinking revenues, 0 reduce
he national debt ty $1,000,000,000 dur
ng a. single year, "and since the Repub-
ioan control of congress' came in 1919
he public debt has been reduced by
"3,000,000.000. ; '
The cbst of food has g'one.down about
0 per cent, the Republicans contend.
No mention of "the bonus is made.
-hlef attention being paid to hospitali
zation and vocational training work.
