' Railroad ghopmen in . the Portland
district still held the uppr band- in
tha strike situation today, aJ though
the managers reported that many of

said that about 40 per cent of

reported for daty today. Strike lead
era reported that about 83 per cent of

At 'Vancouver shops per cent of
'.the old employes were still out and the
S. P. c & was employing new men
to fill ' the vacancies. At the Oregon
'Electrie shops only four or five of the
, old employes were on duty and at the
Portland yards of the S. P. & & a
70 Ter cent of normal force was re
1 ported. -
The Southern Pacific . reported a
.'force 85 per cent of normal at the
. Brooklyn shops, and officers said that
75 per cent of the force was composed
' of old men.
- The Albma .shops of the O-W. R.
; "Tf. were reported by officials to be
operating practically 50 per cent of
-normal with indications that by Prt-
day the. situation ia that section would
be still better.

statement made by General Manager

The announcement was taken to

No nor.-tinion men ' have yet been
hired, however, and work here is prac
tically at a standstill, with much of the
needed shopwork being, sent into Port
- Ian9. In the meantime the ranks of
.the strikers are said to have had two
additions since the original walkout.
There has not been .the slightest sign
of any disturbance and so far as any
one can see, no guards are being em
' ployed, and there has been no picketing.

Canners continue to snap up most
of the cherries, for which extreme
prices are being paid growers. Tor
that reason little of The Dalles cherry
crop will this season reach the fresh
fruit markets.
Perhaps the biggest thing noticeable
in The Dalles at this time is the ela
tion of the business men and producers
in securing the establishment or a re
frigerator service for fruits and vege
tables for shipment to Portland.
Seemingly people of The Dalles have
just come to realize what has been said
in The Journal tor fully ten years, that
this city would some day take its place
as oae of the really big shipping points
for fruits and produce In the West
some day The Dalles label will en
circle the world. Not only does It
produce good quality fruits and pro
duce, but in time its acreage will be
huge.
BUSINESS IS IMPROVING
Business conditions are much im
proved. For fully three months there
has been an upward trend in business
and the entire community is already
feeling it. TbV improvement has been
held back to some extent by the French
& Co. failure but even this is no long
er able to check enthusiasm. The ho-

WALK OUT WHES ASKED
TO DO STRIKERS' WORK
Roseburg. July 6. Five maintenance
of way men employed as" wipers in the
out Wednesday when one of their
number was requested to do a certain
piece of work which comes under the
class of machinist labor. The wiper
was discharged for insubordination
When he refused to obey, and was
-joined by five other wipers. There are
six men in the shops here, one striker
having gone back to work, and five
men being brought from Portland. The
men eat and sleep in a company diner
"and -sleeper in the lyards.
Acting upon a bulletin Issued from
the local strike headefuarters the men
are refusing to accept their pay vouch
ers. The instructions are that the ac
ceptance of the pay voucher equals a
resignation from the service, and they
want tt understood that the men are
not resigning but are merely protesting
at the withdrawal of certain working
conditions.

These men are wanted to take the place of men who are striking against
the decision of the United States Railroad Labor Board, and their status
and the FULL PROTECTION GUARANTEED are explained by Mr.
Ben W. Hooper, Ghairman, in his statement of July 1:
I "In the past a man who took up the work of another man who was on strike against
waes and working conditions was termed a "scab or a "strikebreaker" -terms to
which much opprobrium ws attached. In the present situation created by the strike of
shoperaft workers, men who assume the work of the strikers cannot justly be re
proached with, such epithets.; t
I "This is not a customary strike in which the employer tries to-impose upon the
employe unjust wages and unreasonable working rules. In this case the conflict is not
between the employer and the oppressed employes. The people of this country, through:
. an act of congress, signed by President WDsoh, established a tribunal to decide such dis
putes over wages and working conditions, which are submitted to it in a proper man-:
. ner. It is the decision of this tribunal against which the shop crafts are striking. i
