without further fortification as agreed

BORAH IRE AROUSED
Cravath's statement -that Borah's
charge was "pure romance" was under
stood to have aroused the ire of the
Idaho senstor to such an extent that
he was prepared to quote further from
the address he accused Cravath of de
livering before a gathering last month
st the Hotel Astor, New York city, 'in
an effort to show that the New Yorker,
reflecting the views of Elihu Root, had
revealed that an Anglo-American en
tente was the real substitute for - the

ment based on the safe fact, an Anglo-
American fleet in the Pacific would dom
inate Japan, and it seems . to me what
we have substituted in place of the
necessity for creating the greatest fleet
the world has ever seen, with all the
expense and temptation that involves an
understanding and basis for eoopera
tion with Great Britain, gives those two
powers the control of a combined fleet
in the Pacific which will be large enough
to dominate Japan and make her live up
to the obligations she has assumed."

under secretary of state) "I want to

standing" between the United States I THEY TOLD HIM SO
Cravath "I have been told by every
I member of the American delegation, and
while I haven t been told by every mem
ber of the British delegation, I know
definitely that the view is held by Mr.
Balfour and I think by every other mem
ber of the British delegation that the
result of the conference has not been a
formal agreement, by any means, .but
an understanding and such a degree of
understanding and such a basis of sym
pathy has been created between Great
Britain and the United States that both
sides assumed that in all future emer
gencies they can both count on having
tne very closest cooperation."
Davis "No, that isn't what I mean.
What I mean is as to the agreements
on fortifications and the agreement as
to the naval ratio. Do you mean to
say that both fleets would dominate the
Japanese neetT"
Cravath "Of course, I have no Inde
pendent knowledge of that. I am not a
naval expert, and have no independent
opinion on that point, but I am informed
that our technical advisers are satisfied
that if the 'United States and Great
Britain are on one side and Japan on
the other, the Anglo-American fleet and
I the entire Anglo-American naval post
tion : would dominate that of Japan in
I Japanese waters. As I say, I have no
independent opinion of my own on that.
HE 8IMPLT REPEATS
"I am simply repeating that which
have been told In Washington. But in
all events we are very j much better off
-If I am right in assuming that under-
lying sympathy with Great Britain
than we would have been with as large
a fleet as the one we : had in content

Vancouver,- Wash., March 2L The
title to the site occupied by the steel
shipyard wss brought: before the coun
cil Monday . night by , Councilman En- j
right, who said matters -in connection
with it should be investigated without
delay. . He asserted tnat the lease clause
had been changed to a deed for 30 years
and that other doubtful points sre con
tained in the title.
City Attorney Bates said he was will-
I lng to investigate the abstract, but it
is not an affair of 'the city, as title to
the tract is held by the port commission
and the city could take r.o action if ir- j
regularities were found to exist. A de
cision was "reached to bring all inter
ests together at the next meeting of the
Chamber or Csmmerce tor tne purpose j
