" Not satisfied "with the 'enforcement of

day by A. HT Johnson.' assistant commis
sioner of public works. The council will
be asked, he said.- to purchase two load
o meters.
"Enforcement of the law by the state
officials Is spasmodic In Portland." he
explained, "and. consequently, trucks are
being werladen eyery day. The oper
ators seem to tnlnk It beyond the power
of the city to catch them, but that will
remain to be eeen. Our streets need pro
tection from .damage bf heavily-laden
trucks, and steps will be taken to pros
ecute every violator, both of city and
state laws."
Frank 8. Grant, city' attorney, ex
pressed the opinion that the city could
enforce its own laws relative to load, but
that the state law specifically prevents
cities from enforcing their own tire spe
cifications for various loads when In con
flict with the state law. ,
The city ordinances prohibit the oper
ation of a truck with a capacity greater
than 10 tons, and requires a special 11-
cnse for all trucks having a capacity In
excess of tons. . The state law provides
that the speed of trucks with steel tires

and give them. at the same time a bever
age . of non-intoxicating alcoholic con
tent would admittedly be a solution
devoutly to' be wished for, politically
speaking, if it were not for the potential
power of the anti-beer forces who have
in the past been strong enough to compel
congress to deny- beer to the sick, ,
well as the healthy.

dent Harding is "strongly In favor" of
postponing soldier' bonus legislation ua
til next year, it was learned on reliable
authority today..
The president communicated his view
to a Republican senator who called . at
tha White House, He did . not say that
he would veto a bonus bin if it was sent
to- him, but he indicated he might - do
so if protests continue to- reach him.
What Harding wants to know. It
reported, is whether the opposition Is to
the bonus bill itself, or only against
paying the bonus by the special taxes
which the senate and house conference
originally decided upon.
There was a demand from many house
members today that the president indi
cate cieariy wnetner ne will veto a
bonus measure if it comes to him with
other than the sales tax method for
providing the needed revenue. ,
Opponents of the sales tax in the
house were Claiming a victory today.
Early reports, they said, indicated that
the petition started out late yesterday
against the sales tax was being freely
signed in all state delegations.

the establishment of a sales tax to pro
vide funds to meet the soldier bonus pre
sents "enormous difficulties of adminis
tration" And is inadvisable at this time.
Secretary Mellon appeared before the
tax division of the ways and means
committee, along with Internal Revenue
Commissioner Blair and experts from
the treasury, and discussed at some
length the features of the sales tax plan.

Municipal Judge Rossman is not i
doctor, bat Monday afternoon he diag
nosed a bad case of coughing and pre
scribed a remedy which was entirely ef
fective.
Symptoms of the disorder began with
out warning in the courtroom when the
Judge proposed to hold James Quinn In
jail while police investigated further his
possession of some overalls. .
'Hic-Hio-Cough-Cough," began Quinn
eloquently. "Judge, I simply can't stand
that Jail any longer hlc-hio or it will
kill me. I cough am about dead now
with this cough, and my physical cough
condition won t allow me to. remain.
"Well, how did you get all those over'
alls?' insisted the Judge.
Quinn described a lengthy transaction
with an Oakland, CaL, firm with which
he said he had done considerable busi
"Well, well only hold you until we
can verify your story through the police
there," said the Judge.
Quinn looked decidedly crestfallen. '1
couldn't stand it that long." he said
gloomily. "Sentence me now. I can't

marshal an invitation to tour America,
the soldier of France Is now in Japan
and will be met there by the Oregon
commissioner.
Marshal Joffre is to land at Seattle,
at a date not yet determined upon, and
to proceed southward, visiting Portland
and this city en route. Here; the prepa
rations for his entertainment are being
made by Mrs. A. B. Spreckels, assisted
by the local chapter of the military
order of the world. The opportunity
extend western hospitality to
Joffre through the medium of the Ore
gon commissioner, was seized upon.
The Tayo Maru, sailing at. noon to
day, is scheduled to arrive in Honolulu
on February 17, where the party will
spend several hours ashore. Arriving
at Yokohama on March 10. the tour of
Japan and the Orient will begin, termi
nating early in April. If the present
itinerary is adhered to the European
tour will be commenced at the port of
Marseilles about May 1.

Hoover has Just launched a special com
mittee on a six montha investigation
of the business cycle as an element in
unemployment.
This committee. Hoover said, was part
of the program outlined by the presi
dent's unemployment conference.
At the end of six months. Hoover
predicted, a report will be ready, for
the president and the public. The com
mittee will be assisted by the volunteer
services of several national research
organizations.
