A bill prepared by the postoffice de
partment granting further relief for
western mail contr..ctors who suffered
from war and after war losses has been
introduced in the house by Representa
tive Smith of Idaho. Several western
members participated in conferences
leading up to he introduction of the bill,
including Sinnott of Oregon, in whose
district many claims are expected to be
presented for adjustment.
The measure authorises the postmas
ter general to investigate conditions
arising from contracts made prior to
January 1. 1919. with a view to adjust
ment of contracts for the fiscal years
1919, 1920 and 1921, where the facts dis
close the necessity," or to cancel the
contracts, the compensation in no case
to be increased more than one third for
any fiscal year. .

Hurt Portland
Every effort was made by railroad
representatives to show the danger of
the petition filed by Boston wool mer
chants for through rates from Omaha
to Boston via the Panama canal ac
cording to J. w. Mount, assistant general
treisnt agent ror the O-W. R. & N,
who returned from the eastern city to
day. The petition fpr through rates would
eliminate Portland as a wool market
should it be approved by the interstate
commerce commission and it would also
deprive the railroads of this class of
freight said Mount The Portland man
was gone for three weeks and also at
tended hearings on rate petitions in
Washington, D. C, and other eastern
and southern cities.

British money is being presented to
the Peninsula bank every day for ex
change. Recently a British ship paid off
its crew at St Johns in British paper,
and the entire amount was deposited in
the bank for exchange. Ships other than
British sometimes pay in British money,
and the officers' and men are usually
directed to the Peninsula bank when
inquiries are made as to where to cet
-American money.
An all-day session was held Wednes
day by the Deborah W. C T. U. at the
y. W. C A. clubhouse under direction
bf Mrs. M. L. T. Hidden, director of
the Christian citizenship department
Luncheon was served at noon. Some
public and social questions were handled
by Mrs. Hidden with her accustomed

T. J. Chambers, under direction of

Lieutenant R. L Crane has a "Man
Friday-? in Sf Johns. About a year and
a half ago Ed Byers was found working
in Bt Johns with no fixed ideas as to
hia rights and liberties, and attached
himself to the lieutenant, who acts as
his guardian and looks after his bank
account and keeps him at work. The
officers on the St Johns detail have
dubbed Byers "Man Friday," and it is
accepted py both.
Mrs. J. AC Shaw, who has bsen In
charge of the T. W. C. A. branch in
St Jehrn? for several years. Is now in
a hospital in Portland slowly recovering
from an operation.

That the large steamship companies
are beginning to fully recognise Port
land as one of th principal centers of
business and traffic Is again Illustrated
by the announcement that the Scandinavian-American
line of trans-Atlantic
steamships has appointed Udell &
Clarke, of this city as general agents
for the state of Oregon.
This is the first tim that any AUan-
tie
passenger steamshin line has ar-
pointed a geqer&l agency exclusively for
the state of Oregon, heretofore Seattle
and San Francisco having always been
held by the Atlantic conference to be
the only general agency points on the
Pacific coast
The Scandinavian-American line is a
branch of De Forenede Damppkibsel
skab, (the united steamship assocla
tipu) with a fleet of more than 150
steamers and with head offices in Co
penhagen. The senior member of ih firm o.f I t
dell k. Clarke has been acting for the
Scandinavian-American line for the last
15 years In Portland.
The line has four up to date steam
ers plying between New Tork and
Christiania and Copenhagen where con
nections are made for Baltic sea ports.

Ridgefield. Wash.. Jan. 27. Rivers and
streams in this part of Clarke county
are unusually low at this time of the
year, although the low Uge of water
is not interfering with navigation to any
great e-xtent
Lake river, west and south of here,
upon which Ridgefields lumber indus
tries and others are situated, was re
ported Monday to be the lowest since
last spring. At times water is too shal
low tor deep navigation. The East and
ortn rorks of Lewis riwr also are
low and practically at the stage reached
during the summer months, but Ahe

schedule between La Center and other
l-wis river points, Ridgefield and Port-
ianu ana way landings, continues to
make regular trips.

ment on the situation, reports were per
sistent here today that plans for a mer
grer of the Pacific Steamship and the
Los Angeles Steamship companies were
being worked out at a series of confer
ences being held here. 1
H. r . Alexander, president of the
Pacific company, is in Los Angeles, as
.well as James A. Kennedy, president of
the Inter-Island Steamship Navigation
company of Honolulu. Kennedy stated
he was here to discuss plans for improv
ing service between Los Angeles and
ban Francisco and the Hawaiian Islands
One steamship official was quoted to
day as saying negotiations have not
progressed sufficiently for an announce
ment. The reports have it that the Pa
cific company will take over operation
of the ralatial steamers Yale and Har
vard, which ply between Los Angeles
and San Francisco.

SHIPS HEBE FOR CARGOES
Norton, Lilly & Co., operators of the
Isthmian line, yesterday posted three
steamships to load cargo at Portland for
the Atlantic side. They are the Selma
City. Craster Hall and Steel Age. All
three ara enroute from the Orient and
are light On the out-voyage they took
general cargo from Atlantic ports and
the Gulf for the Orient
First to arrive in the river will be the
steamship Steel Age. She will be due
in Astoria Sunday and will take a part
cargo of lumber on the lower river before
coming to Portland to finish. She will
be followed by the Craster Hall, due on
February 2. The Selma City will take
part cargo on Puget Sound before com
ing to Portland to finish.
The Ellerman's Wilson line steamship
Karonga, British, finished this afternoon
with 6000 tons of wheat for Kurope. She
is also handled by Norton. Lilly A Co.

Hoquiam, Wash., Jan. 27. Five deep
sea steel freighters, one five masted
schooner and 10 steam schooners for
coatswise trade, all loading here and in
Aberdeen, mark one of the greatest mer
chant fleets ever assembled in this har
bor at one time. The freighters are:
Kthelntan. Kaian Maru. Rdmore, Mexi
co and Cape Romain. The windjammer
is the Alicia Havlside, which was but re
cently commissioned after having been
laid up for a year. The steam schooners
are: O. C. Lindauer, Avalon, Carmel.

Hartwood, Carlos and Trinidad.
M. F. BBADT CO. AWARDED
CONTRACT FOR DOCK CBANE
The M. F. Brady Equipment company
of Portland aaa awarded the contract
for supplying the dock commission, for
use on terminal No. 4. with a locomo
tive crane on a net price of $12,585. The
offer of the Brady company of $4000
for a 40-ton Orton dc Sreinbrenner crane,
now the property of the commission,
was refused at an adjourned meeting
this morning.
Specifications call for 25 day shipment
and delivery of a 25-ton Browning crane
with 60-foot beam, maximum lifting ca
pacity 25 tons and switching capacity
of 10 cars. Six other bid were opened
at the regular meeting of Thursday.

Astoria. Jan. 27. In the teeth of a S0
mile gale, the steam schooner Daisy
Putnam Thursday entered the Sklpanon
river and docked at Warrenton without
any difficulty whatever. This, is the
second large vessel ever to use the
Skipanon, an accomplishment made poo
Bible by recent dredging ther. Th Put
nam will load 496.000 feet of lumber at
the Warrenton municipal dock and will
finish her cargo at other lower river
mills.
