"The person appointed to head a con solidated land office should, in my opin Ion. be one who has knowledge of law and familiarity with public land ques tions." said Finney, "for the reason that the entire responsibility will rest upon the register, who wtll be required to pre side over hearings, pass upon motions and render decisions." This description fits Baldwin, who. besides being secretary to Congressman binnott. is an attorney and has for years been clerk of the house public lands committee, giving him "famil iarity with public land questions." Jan. 26 r-The Washington Water Power company hauled 4,500.000 k-M passengers in 1921 on its city cars than in 1020, according to monthly statements placed on file at the city hall. Prior to June. 1921. the streetcars were hsnling an average of 1.700. 000 passengers monthly: now an average of lene than 1.000.000 fares are being collected month ly.
