Washington. Jan. It. The arms con
ference announced the following as "the
text of a resolution presented by the
chairman at the meeting of the commit
tee on Pacific and Far Eastern ques
tions: THE OTEJ DOOR 15 CHDU
Revised draft of resolution.
1 With a view to applying more
effectually the principles of the open
door or equality of opportunity in
China for trade or Industry of all
nations, the powers, other than
China, represented at the conference,
agree :
A Not to seek or to support their
nationals in seeking a right purport
ing to establish In favor of their su
perior rights with respect to com
mercial or economic development in
any designated region of China.
B Not to seek or support their na
tionals in seeking any such monopoly
or preference as would deprive other
nationals of the right of undertaking
any legitimate trade or industry in
China or of participating wPh the
Chinese government or wlai any pro
vincial government In any category
of public enterprise or which by rea
son of its scope, duration or geo
graphical extent is calculated to
frustrate the practical application of
the principle of opportunity.
It is understood that this agree
ment is not to be so construed as
to prohibit the acquisition of such
properties or rights as may be neces
sary to the conduct of a commercial.
Industrial or financial undertaking
or to the encouragement of Inven
tion and research.
2 The Chinese government takes
note of the above agreement and de
clares its intention of being guided
by the same principles in dealing
with applications for economic rights
and privileges from governments of
all foreign countries whether par
ties to that agreement or not.

resented at the conference, agree in
principle to the establishing of a
board of reference to which any
question arising from the above
agreement and declaration may be
referred for report
4 The powers, including China.

that any provisions of an existing
concession which appear inconsistent
with those of another concession, or
with the principles of the above
agreement or declaration may be
submitted by the parties concerned
to the board of reference when es
tablished for the purpose of endeav

"Wasco county is not going to fall

statement made by Judge Blakely of
The Dalles, who is the leader for Wasco
county In the Woodrow Wilson Foun
dation campaign. Judge Blakely re
ports that the campaign is going very
well In Wasco county and proved his
statement by bringing to headquarters
large list of donors and their sub
scriptions. However, there are a large
number of Wasco county residents who
have not been- heard from, and the
campaign for funds will continue to be
waged in that county.
It is expected by those In charge of
campaign headquarters of the Woodrow
Wilson Foundation, that other counties
throughout the state will be heard from
within a very short time, and in all
probability one or more counties will go

Hughes has proposed a resolution for the
Far Eastern conference here, not only
to more definitely define the old "open
door" doctrine In China, but to set up
machinery to see that the door is kept
open.
By far the most sweeping application
of the Hay doctrine ever attempted is
provided for in the American proposal
designed to end once and for all prob
lems of friction growing out of viola
tions of the "open door."
The new application of the old doc
trine would embrace the following:
1j Agreement by the nine signatory
powers :
A- Not to seek or assist th! m.
j tlonals in seeking any general superiori-
E rights for themselves in China.
i Not to seek or assist their

unals in seeking to denrive
nationals of freedom of trade or any
other commercial competitive activity
in China.
1. The Chinese government takes note
of the agreements, and agrees on her
part to be bound by the same principles.

by representatives of the signatory
powers, is created, so constituted as to
provide a detailed scheme by which un
dertakings involving a question of vio
lation of the principle of the "open door"
may be thoroughly elucidated.
- The signatory powers agree that
in event of a conflict of interests, or in
event of an apparent violation of the
principles of the "open door; the board
ot reierence may review the cases.

La Grande, Jan, 18. The temperature
in La. Grande was 14 below zero this
morning, and, in spite of the sun beat
ing down on thermometers, the mercury
had climbed but to zero at noon. This
is the coldest day of the year . in La
Grande and Eastern Oregon in genera
Reports from Wallowa are that the low
mark there was 40 degrees below. At
Kamela, near the summit of the Blue
mountains, a temperature of 30 degrees
below is reported.
Train 24, from tho west, due at 10:50
o'clock this morning, was reported two
hours late, the extreme cold weather
being assigned as cause of delay. Four
incnes or new snow fell Monday and as
result of heavy winds accomDanvine- trie
drop in temperature Tuesday, drifts have
interfered with traffic in all parts of
the Grande Ronde valley, according to
reports this morning.
FAIR AKD COLD AT SALEM
Salem. Jan. 18. With the thermome
ter registering 17 degrees above sero
this morning, Salem experienced the
coldest weather of the winter. The snow
flurries, which fell in this section Tues
day, were speedily dissipated by the
rain wnicn followed and today is clear,
fair and biting cold. '

Seattle, Jan. 18. (U. P.) This morn
ing at 8 :15 the mercury in Seattle reg
istered 16 degrees. This, according to
the weather bureau, is the lowest mark
since December 12, 1919, when Seattle
shivered in an atmosphere of 12 degrees.

Harry C. Miller, railroad brakeman
who resides at the Globe hotel, narrated
in detail, in an exclusive interview with
The Journal, some time ago, the killing
of Fitzgerald by Sergeant Kruppa.
Subsequent to the publication of the
interview Miller wrote to Senator Wat
son, enclosing- The. Journal clipping of
the interview, which has been put in
the record of the, investigating com
mittee. Fitzgerald, according to Miller, was
confined at the prison for a minor in
fraction of military rules, and was shot
and killed by Sergeant Kruppa because
he asked for a second helping of ra
tions. "The killing was plain murder," Mil
ler stated, "and waa so considered by
other men who witnessed the Incident
and were" familiar with the facts.
