report says tne troubles of the farmer
were increased by "failure of retailers
to reduce the proportion of the con
sumer's prices taken by them in the
same proportion that wholesale prices
fell."

draft of a measure prepared by the post-

Assistant Postmaster General Blllany.
Congress passed a bin making reim
bursement for losses sustained by star
route contractors who were caught In
skyrocketing costs up to a certain date,
but this did 1 not cover the entire war
period. Contractors of a later date were
also caught in the cost spiral, which, it
is claimed, they could not reasonably be
held to have anticipated. A number of
Eastern Oregon contractors will be reim
bursed for losses if the proposed legis
lation is enacted.
Road Work Awaits
Government's Aid
Hoqulam, Wash., Jan. 7. Starting;
work on the North Shore road at Lake
Qulnault now hinges entirely upon fed
eral aid, the survey being: completed and
the county's share of one half the cost
being appropriated. The road will com
plete a corcult around the lake. Its cost
is estimated at approximately $100,000.

Advices by telegraph have ordered
changes In the manifest of the French
steamship Mississippi of the Compaigne
Generale Transatlantique, according to
the General Steamship Corporation yes
terday afternoon. The vessel had
cleared through the customs house with
76,000 bushels of wheat for Europe, but
on eleventh hour advices this amount
will be doubled. The snipping board
steamship Hannawa will clear for the
Orient on Monday with wheat, lumber
and-general cargo.

Circus Theft Case

Simpson Friday denied a motion for
continuance of the trial of the alleged
circus bandits, Bert Orcutt and Boy
Moore. The trial is set for Tuesday.
Henry Clay Agnew. associate counsel
for the accused men. asked for the con
tinuance because of the fact Attorneys
Vaaderveer and Fearee cannot -b pres
ent on that date and that he was ad
mitted to practice In 1313 and is not an
experienced criminal lawyer. Agnew
filed a writ of certiorari to the supreme
court, which, if granted, will act as a
tayof proceedings for 20 days.
