The conference recommended to the
federal horticulture board that quaran

state movement of the "hosts" of white

Washington lying west of the Cascade
mountains. It

west ascertain whether the state law
authorises destruction of black cur
rants as a public nuisance, and if au
thorized to proceed with such destruc
tion ; .if not, to secure legislation that
will permit their destruction. ...
That a window on plant products be
established at the poetof fice . to handle
the mailing of all plants was another
recommendation adopted.
The conference favored a campaign of
scouting and education through the pub
lia schools, county agents and Boy Scouts
on black currants, blister rust and their
connection along lines of a plan used In
Canada in 1918.

Transportation I companies, including
the Great Northern railway, the Spokane,
Portland &. Seattle, Oregon Klectric and
Oregon Trunk, Southern Pacific, Union
Pacific and American Hallway Express
company, agreed to have their agents
, and representatives in the dffferent dis
tricts ascertain the extent of injury in
volved by; blister ruat.
Private timber Owners will discuss the
possibility of replacement of white pines
by other species in case the contemplated
efforts of- control fall.
Private associations and the state de
partment of forestry will contribute time
and axpenses . of regular men during
rainy weather and other times when they
are not employed on regular forest pro
. tectlon. for scouting and other work
necessary for the eradication of pine blis
r ter rust.
SC0TJT8 PROPOSED
The finance committee, urging the
emergency appropriation in 1922, urged
that funds be used as follows':
Scouting for the . distribution of the
disease J quarantine enforcement in the
West: 'studying Western factors in
spreading the disease; survey to deter
mine natural barriers; experimental
eradication and control. .
Investigation work would Include ten
men for the Puget Sound district to de
termine the exact extent of Infected cur
rants or gooseberries and potentially
infected pine, and to keep such areas
under observation against reappearance
of the disease ; six additional men for.
Bcoutinff in areas east and south of the
infected area, chiefly for black currants.
It would provide four men for Idaho,
thre for Oregon, two for California and
one for Montana, all workers at large.
- British Columbia would provide five
men for the Kootenai district and 10
men for-control work In the Infected
area.
Investigations would be made to de
termine Vtc effect of climatic condi
tions, susceptibility of native currant
suad gooseberries, to ascertain what
kinds may be regarded as dangerous
carriers, to determine if the rust over
Waters In the West, and the distance of
spreading and rats of spread of the
speces.
Canadian representatives agreed to co
operate In the eradication campaign.
' An executive committee, to take up
blister rust legislation with congress and
the various state legislatures of "the
West, was appointed by the conference.
W, D. Rumiston of PoUatch, Idaho,
was elected chairman of the executive
committee. Other members are C. A.
Park, president of - the state board of
hortieuiture, Salem, and ' H, P. Barae,
commissioner for the West ! on the--advisory
board of the American plant pa
thologists. C. S. Chapman of the West
ern Forestry and Conservation associa
tion', was executive secretary.

Roaeburgl Dee.' 21. An invitation has
been sent by Roseburg to all cities lo
cated on the Pacific highway to send
delegates here on February 21 to discuss
the question of auto camp grounds. The
discussion will be one of he big prob
lems of the merchants' convention, to be
beld here February 20, 21 and 23. -v-
The purpose" of the discussion Is to
formulate an .agreement whereby all

Obenchain will go on trial February 15
for her alleged part in the murder- of
John Bel ton Kennedy, the district at
torney's office announced here Tuesday.
Counsel for Arthur C. Burch scored
heavily in its campaign to impeach the
testimony of State witnesses who cod
n'ected Burch witn the murder of John
Bejron Kennedy, .by a strong chain of
circumstantial evidence.
-C C Blair, city marshal of Beverly
Hills, struck a blow at Mrs. Elizabeth
Besenty'a testimony . when he declared on
the stand that the woman had told him
she saw no suspicious characters of any
kind in Beverley Glen the night Kennedy
was shot.
fShe'.did not tell me anything about
seeing Burch in the glen." Blair said.
"On the contrary, she asserted that she
saw no one."
Mrs. Besenty proved the state's chief
witness when the prosecution was build

stand that she had seen Burch, Kennedy
and Madalynne Obenchain in the glen
on the night of the murder.

son, sales manager of the Northwest
Wheat Growers, associated, has tendered
his resignation to the directors and it
has been accepted. Nelson will sever
his connection with the cooperative con
cern December 31. His future plans are
indefinite.
The termination of Nelson's activities
somewhat upsets temporarily the , re
moval of the office from Spokane to
Portland. The change was originally
slated for the next 60 days. Instead it
wUI be made immediately and some of
the "books were transferred to -Portland
Monday. The transfer will be completed
by January 1.

nard, pioneer physician and druggist of
Joseph,-died December 14 at Enterprise.
He Was 69 years old and had lived in
Oregon since 1890.
