INGUSH FILMS COMING "The motion pictures from England and Europe are coming to America. The films from Oermany will find their way here and then to England. They will find opposition, but If they are barred it will not be a loss to the German pro ducer, but to the public of the English speaking countries, becsuse they, repre sent art which the photoplay patrons are demanding. Ministers Adopt .Resolution Urging Limitation of Arms A resolution asking for limitation of armaments will b dispatched to the American delegates to the arms parley by the Portland Ministerial association which adopted the resolution Monday. The Portland churches will be represent ed at the Washington conference by the Rev. K. Lj. Mills, who will present the resolution to Secretary of State Hughes. The resolution in part: "We urge the conference, and espe dally oar own representatives therein, to seek definite and effective interna tional means to limit immediately and reduce as rapidly as feasible the pres ent burden of armament and we urge our delegates not to be "daunted by the obsta cles which will certainly arise, formid able as these may be, but rather to pur sue the main object as one indispensable to national and world welfare and attain able by energy, insight, patience and resolution." In the regnla coarse of procedure the bill would be received by the house dur ing the day for reference to a joint conference of members of the senate and house finance committees, but the house was not In session, so the measure went to the - public printer to be put in form for further consideration by the house when It meets tomorrow. The senate conferees on the bill are: Penrose, McCumber and Smoot, Repub licans ; Simmons and Williams, j Demo crats. i ! ' . SHABP DEBATE EXPECTED A eharp debate Is expected to develop in the house before the tax bill is-formally referrtd to conference. Advocates of the 50 per cent maximum, surtax on l Incomes desire to commit tne nouse con ferees to an agreement with the senate on this rate, while others win urge mat the house conferees be given a free hand in dealing with changes made in: the bill by the"senate. It is estimated that the bill as passed by the senate will yield approximately $3,250,000,000 for the fiscal year ending next June 30, ' or $200,000,006 less, than the present revenue law. The new revenue bill provides broad changes in the methods of taxation that have been, employed since America en tered the war, and makes material re ductions In amounts to be collected. IMPORTANT FEATURES Important among the changes Is the abolition, January 1. of the excess profits tax, which during 1919, its most pro ductive year, brought in 12.500,000,000. The bill also reduces taxes on all classes of incomes, repeals the taxes on trans portation, cuts surtaxes and eliminates most of the so-called nuisance 'taxes. As altered by the senate, the bill pro vides for the collection in taxes by the treasury of $3,250,000,000 during the fis cal year which ends June 30 next This compares with $3,460,000,000 which would have been brought In Under existing law had it remained in effect throughout tho year. During the next fiscal year. It is figured, the new measure will yield $2,725,000,000. TARIFF Bllil, SEXT The amounts to be collected leave about $500,000,000 annually to be raised by the permanent tariff, which it Is planned to pass early in the regular session of congress, which begins in December. This means that the federal govern ment will derive from tariff and taxes during the next calendar year some thing in excess of $3,000,000,000. The sum which the treasury will re ceive does not represent the amounts that will come from the pockets of the taxpayers. They will pay much more than the treasury receives probably $9,000,000,000 or $10,000,000,000. Taxes are multiplied as they are passed back to the persons who finally pay them In the process of taxtaking. Treasury reports figure that $3000, 000,000 taxes will take from taxpayers at least twice that amount That would be $6,000,000,000. They figure that duties on Imports take from the final taxpayer about five times as much as the govern ment receives. With $600,000,000 from the tariff, that would amount to $3,000,-000.000.' The total burden Is thus about $9,000,- 000,000, of which the treasury would get about $3,600,000,000. EXEMPTIONS INCREASED The new bill benefits the small tax payer chiefly througn the fact that the exemption for a married man is in creased from $2000 to $2500 where his1 income is under $5000, and the exemp tion for a dependent child, is Increased from $200 to $400. Surtax rates under $10,000 likewise are decreased : so that the surtax between $8000 and $lb,000 will be 1 per cent Incomes of all classes are expected "during the fiscal year to yield $850,000,000. Large incomes are benefited by the reduction In the surtax rates. The sen ate bill provides for a maximum of 50 per cent, reached when the income is tzou.uuo. une nouse . provides for a maximum of 32, because reached at $66,000. The differences would be ad justed while the bill is In conference between the two chambers. In place of the excess profits tax the senate has provided for a flat tax of 15 per cent on corporation incomes, which compares with 10 per cent under exist ing law and 12H in the house bill. Cor orations in the year would pay $800, 000,000, half from the excess, profits tax and half from the income tax. REPEALS STOCK TAX The bill also will do these things 'Repeal the capital stock tax as of July 1, 1922, meantime imposing a tax of $1 a thousand on the capital of small corporations and $2 on that of large. Holding companies are exempted from the payment of taxes on subsidiaries Impose a levy' of 60 "cents a gallon on medicinal malt liquors, $1.20 a gallon on medicinal and $6.40 a gallon on distilled spirits. i Repeal January 1 taxes on sporting goods, proprietaries, chewing gum. re duce the candy tax from 5 to 3 per cent cut the tax on art goods in half and repeal the tax on admissions of 10 cents. Repeal January 1 the soda fountain tax, and reduce taxes on fountain syrups and carbonated water. - . Leave inheritance taxes unchanged, ex cept for increases In the levies on the largest estates. Eliminate tax on life insurance prem I urns. The house and the senate are In agree ment on normal income taxes and the repeal of the transportation and excess profits taxes. They are at odds on the surtax rates, and the corporation income tax and many minor levies.
