Organized Labor at Pendleton Opposes Chain Gang Work Pendleton, Nov. 5. Organized labor In Pendleton has taken a definite stand against the use of a city chain gang of vagrants arrested, as employes of the city labor department, and has obtained from the city council the promise that the chain gang will be operated only on some force account work. Other im provement work will be- done by the un employed of the city. A proposal that the county farm out ita chain gang to the city of Pendleton was rejected when the councilmen found that they would have to pay 5 costs on each prisoner and board them as well. The city council agreed with the mayor that the men were not v.orth that price. Since the O-W. R. & N. Co. special of ficers have been arresting all men found riding on trains without tickets, the county jail has been overcrowded.
