Northwest Is Facing Better Times, Says Advertising Expert A decided improvement in business conditions over the entire Northwest has arrived, according to H. G. Stlbbs, advertising manager Tor Carnation Milk Products company, and president of the Seattle Advertising club, a recent Port land visitor. ' "As a rule, buying In all lines is be ing done conservatively," said Mr. Stibbs, "but a much greater volume of sales can be seen over the correspond ing season last year. Retailers are ad hering closely to this policy: stocking only two'or three products in each line, but all of them noticeably widely ad vertised.
