!G LOAN TO
F
RANGE PLANNED
f New York, May 1. I. N. S.)
SUrangements ' are complete for, a
Joan to France by American bankers
of between $150,000,000 and 200,-
-00,000, the International News Serv
ice learned today. It is to be raised
'within the next 60 days. .
'2 Large as this loan appears, it is but
preliminary to a gigantic loan scheme
by which France proposes to realize on
Jhe German reparations long before even
a email fraction of the total indemnity,
has been paid by Germany herself. To
all Intents and purposes; according to
authentic information obtained by the
International News Service, France in
tends "cashing in" on the German war
debt in the Immediate future and if
present plans materialise the paying ,wlll
e done by a group of American bank-
.. era, who are to take German reparation
bonds in return for a huge advance to
. Jrance.
ft-Prompt denial of this was registered
at the office of J. P. Morgan & Co. A
responsible officer of the firm averred
. that . neither was a loan to France about
to be floated, nor were plans afoot for
tk. big loan deal in which the reparations
are to play the role of security.-.
' It is an . open secret, however, that
Thomas W. Lam on t of the Morgan firm,
during his extended stay in France, has
bad many conferences with French
statesmen and financiers. " In financial
uHrcles . here it was stated today that

Dry Goods Eeport
New York, May l&.-t-The '(market serv
ice letter of the National'Wholesale Dry
Goods association says; ; ,
"The . primary markets appear to be
benefiting from more general trading
than for some time past, . probably due
to the fact that prices; have not changed
much for some months. This has been
construed to indicate1 the strength of
the markets for the season, j Wide sheet
ing, sheets and pillow cases are scarce
and jobbers Btocks are lovr. Ginghams
are strong and well sold j for fall de
livery. Percales continue in heavy de
mand with no indication of falling prices.
Wholesalers already have placed orders
for about 25 to 40 per cent of their usual
requirements in fall merchandise.' '

HMMENTN
TRADE IS SLOW
By Edson A. Smith
Special Corretqwndent of The Journal -Boston.'
Mass., May -IS: The im
provement In business in New Eng
land Is painfully slow but none the
less there Is some Improvement.
The principal feature of the moment
has been the Improvement " In the
leather market. Hides have had a
sharp advance and it has developed
that the supply is not nearly as
large as had been supposed. Stocks
of leather on hand. are so plentiful,
however, that the prices of staple
goods have not moved up in propor
tion to the hide market. . Even at
present improved quotations' leather
is still selling for less than its re
placement value based on present
hide prices.
The improvement in the textile trade
continues. The Consolidated Textile
Mills, the former Knight . properties
whose specialty is "fruit of the loom"
cotton goods, are sold , out for - some
weeks ahead. The Nashua Manufactur
ing company, makers of cotton blankets
and several well known brands of cot
ton cloth, have resumed capacity opera
tion. In the wool section of the in
dustry the American Wool company is
run close to capacity. t .
The shoe business is still dull with
operations a scant per cent of normal.
Here the labor situation is the govern
ing factor. Shoe workers in the Brock
ton district bave not accepted a cut in
wages and as a result costs have not
fallen anywhere near proportionately to
the drop in leather.
New Corporations .
Salem, May 19. Organized for the
purpose of building and operating, elec
tric light and power plants, cold storage
plants, the handling of dairy products
and manufactured goods and the pre
serving of fruits, vegetables and sea
foods, the Tillamook Consolidated In
dustries, Inc., of - Wheeler, Tillamook
county, filed articles of incorporation
with the state corporation department
here Wednesday. The company is cap
italized at S100.000 with the following
incorporators H. E. Rinehart, J., E.
Bradley and James Smith.
Articles were ajso filed by the fol
lowing corporations:

Treasury Head
Favors Law to -Aid
the Farmer
Washington, Maj 1. (I. Ji. S.)
Recognizing the farmers are facing a
financial crisis, Secretary of the
Treasury Mellon- said today that he
favors legislation 'which will permit
extension of time on farm -paper for
rediscount at federal reserve banks
and which will provide for more lib
eral farm credit.
Recently lowering f rediscount 4
rates will not provide the aid needed
by the farmers, the secretary said.

MARKET
Market policy appears to be one
which may be described as that of
creep ..recovery and improvement along
irregular lines, led by specialties, dur
ing: which occasional sinking spells will
be . witnessed In issues affected by
further business readjustments such as
may Je seen in steel and motor groups.
: .-'W-J
Missouri . Pacific common and pre
ferred said to "be' responding to ac
cumulations which recently reduced the
floating supply of these issues.
Pittsburg. Pa., May 19. Inquiries
for steel at prices considerably below
those fiied by the United States
Steel . corporation ion April 13 are
coming: into the district and plainly
indicate that consumers of .plate
and other forma of steel do not ex
pect the fixed price level to stand.
Some sheet bars are reported to have
been sold at concession of $1 a ton from
the April 13 list The holding off of con
sumers is distinctly : the feature of the
market today. Judgrlnp from rant stand
ards, there is little likelihood that the
steel corporation will change its sched
ule for some time. The old one re
mained in effect for mbre than two
years despite the pressure for a change.
Some independents may resort once
more to cut prices ; to obtain business,
but even this Is considered a doubtful
venture.
