There was aa extreme advance in the price of

. Butter prices were stationary tn the
local territory for the day and there was
no indication during the morning of any
decided change in values for the imme
diate future. . ' i -
Makera still report aa actual shortage of beet
grad batter here tn spit of th recent fluc
tuations in th CsHfornis trade. They claim
that the demand ha increased roach greater
than supplies tine tbe recent decline is valnes,
Th only thing that would causa any dis
arrangement of the price of butter bere and
elsewhere In the Northwest at this time is for
the California trad to show serious loss. Any
sharp advance ia th South Would Quickly be re
flected bare, so thort is the supply, according to
makers.
The bureau ef market gives the foUowiog re
port of the Baa Fraaeiseo market for the week
ended ridy:
. "Following rinse! y condition in the eastern
markets, n Francisco btiHer price continued
on the downward grade. The tone of th mar
ket showed signs of steadiness Monday and
Tuesday ; however, it was unable to recover from
the continued decline end 92 score butter lost
2e from Monday to Friday, inclusive. wo earn
of freak butter want East during the first part
of tbe week and some shipping business to the
North and South prevented a more rapid de
cline, but did not keep stocks from showing so
accumulation at the close of the week. The
consensus of opinion is thst prices must go some
lower. Receipt hare increased, th storage
season is still four to six weeks wsy. and out
side demand is hardly, strong enough to keep
the surplus cleaned up. Some reaction in prices
may occur is the event of s steady to firm
eastern ssarkat. thus allowing sufficient margin
for shipping. , However, with approximately
2.280,000 pounds of low priced Danjsb butter
arriving in New. Tork next Wednesday, there ts
angbt confidence in firmer market. As a great
many egga have sow into storage at prices
higher thsn the present levels, butter men will
no doubt be cautious about storing this year un
til assuiwd that bottom prices nave bees
rear bed." - ' ,
Review of the butter market at New York,
Boston. Chicago and Philadelphia for th week
ending Friday :
"Thia was saotbec week of declining mar
kets, due last week to anticipation and thia
week to realisation of Danish importations. New
Yerk wa chiefly effected, but other markets
lost trade and sentiment was bearish over the
entire country. The break In egg price and
the reported difficulty ef packers of eggs In se
curing sdequst loan and rate has made butter
people Chink butter prices are due for consid
erable decline before storage season. Domestic
receipts were slightly heavier, but not exces
sive as yet, and outside of, Danish arrivals,
eastern market rv actually short of upplies
and were firmer at end of th week, but the
steamer Oscar II is due on the 33d with 19.000
casks and the outlook is not strong. Two
cargoes which arrived this week totaled abont
16,000 casks, but this is high cost butter, due
to resale in transit up to 50c The average net
decline this week on 92 score butter was 2 H c
from Monday through Friday at the four mar
ket. Trading in storage butter almost dead.
Holders are working hard to use or sell but prices
are very low ana sales difficult. New Zealand
butter from Ban Francisco evidently found a
fait market, as it was reported sold in transit
t around 44e. Boston is stuck on a lot of high
priced storage butter."

Only 76 cars of livestock formed ths
total arrivals at North Portland over
Sunday, compared with 109 cars a week
ago and 72 cars two weeks ago. A year
ago ths showing was 93 cars. Of the
day's arrivals, 13 cars did not enter the
market, being Bhlpped direct to killers.
Hogs were firmer, 25c to 60o higher : cat
tle were strong with an advance of a
quarter, while sheep were slow.
- Ia th hog al'vy there were only about three
lo4 available for the Monday moraine market.
It might be imagined what showing of strength
resulted from this famished supply. ' An early

NAL) The f 15,000.000 Tump sum
appropriation for rivers and harbors
this year ia the second lump sum bill
in succession. This has led to the
belief In some Quarters that It may
become an established policy, and
that it ia likely to have the approval
of President Harding.
Congressman Hawley of Oregon saya
he has been assured that from the $15,
000,000 bill the engineers will be able to
allot enough money to maintain all the
Oregon projects as they are during the
next fiscal year. There will also be
money to carry on the work at Yaqulna
harbor, with $100,000 on hand and an ad
ditional aum to be allotted to meet local
funds for continuation of the improve
ment. . .
- He also expects surveys to be provided
in a separate bill the river and harbor
commutes la considering to include In
vestigation of the Tillamook bay chan
nel up to Bay City, which haa in view
the big lumber production at Garibaldi,
and also a survey of the Umpqua river,
looking to channel Improvement that will
aid access to the Jones. Johnson and
Hubbard mills and remove sandbars, one
between Reed snort and Gardiner and one
below Gardiner.
Cooperating with Represents live Ta
of California he has aaked the commtttea
to reauthorise ths survey of Crescent

Treason Cause of
Revolt's Failure',
Says Rustf General
Stockholm. March 30. Treason in the
ranks and even In the higher command
ef the . Kronatadt rebellion was what
caused the failure of the shortlived
demonstration against the soviet regime,
which ended with the 'complete Invest
ment of the fortresses by Bolshevik
troops, according to authentic advices
received here.
One commander and a number of pri
vates, auspected of treachery, escaped
through the tinea and avoided arredt.
The Bolshevikt are now said -to be in
full possession of the fortress, and one
of their captive balloons floata above
the stronghold. There is a wide mliltary
belt carefully patrolled by Bolhev1kv
troops to turn back any more refugees
attempting to get into Finland.
There were $000 men in Kronstadt
and the enemy's constant stream of re
inforcements were down the garrison,"
said General Koslovsky, commander of
the rebellion. "Spies and traitors In our
ranks contributed to the defeat. Our
machine guns raised havoc with the
enemy as they stormed against the
fortress. Their bodies were .- piled in
heaps on the ice and ground." :.
It is. expected that Finland will have
to receive 1S.000 - refugeea before the
exodua Is stopped. The American P.ed
Cross is feeding them.
