given today by Henry II. Klein, dep
uty commissioner of , accounts of
the vast ' individual accummulations
of wealth in the United States, ;

These questions on first glance may
seem to smack of socialism, hut various
states of society, going: back almost to
the fountain 9 heads of history, have
- - sought to find the practical answers.
And Klein 1 no Socialist he Is a hard
headed student of figures .and of . the
' historic and modern endeavors for a
' proper economic distribution of wealth.
; "Back In 900 C," said Klein. "Ly
l - cursrus. the lawgiver of Sparta, attempt
ed to even up the inequalities. He took

drastic Then, there was Solon In 500
or 600 B. C. in Athens. He tried and
attempted too much.

Such a development Is. impossible in the
United States,, he declared.
"The world," said Klelri, "has been
talking of; readjustment ever since the
V end of the war, and the world is still
In need of that readjustment.-. The whole !
problemds economic, as everyone tells;
us, and a. number of economic thinkers ;
have advocated, what to my mind, after :
years of study, is the- true solution

- "In the ynited States we should have
a constitutional amendment limiting pri
vate fortunes. This is a fundamental
matter, and in the state , of society as
it Is today, the salvation of society
and that means humanity is the up
permost consideration ; it is fundamental.
"The . world cannot struggle along
under its present system. I am not at
tacking what is popularly termed cap
italism, because that Is a tool of an 'ism
kit and intended primarily to arouse
antagonism. What I am aiming at is
practically aimless wealth accumula

the few ' control - the destinies of the
many, and there is ne law attempting
to control vast wealth that cannot be

amend the constitution for superficial
purposes and X embrace therein woman
suffrage and prohibition certainly wa
can amend it for this fundamental pur

"What ia the limit of k man's value
to society V Klein ! queried. "It is a
matter of determination surely, but cer
tainly no man is worth, j say, $250,000,
000,000, a conservative estimate tft the
wealth of the United States. And surely
he is not worth a billion dollars. How
much can a man earn legitimately in a
lifetime? There are wealthy men In
this country A who have legitimately
earned what they possess, but the mar
Jority of the minority , who control the
wealth of ths United States have ob
tained that control by manipulation, j .
"How much should a man be per
mitted to have so as not to Interfere
with the welfare of his fellow beings?
A restricted control of a monopoly with
arbitrary price fixing is a point here;
it is the - root of the evil. , Just an
instance : ' The coal mines of Pennsyl
vania produce 70,000,000 tons of anthra
cite coal a year and these mines are
controlled by seven railroads which in
turn are controlled by less than 40 per
cent of the stockholders, the largest of
whom are the Widener estate, George
Fair Barker, the Harriman Interests
and, of eouss, ths Rockefellers. Hers is
an industry vital to the welfare of ths
whole nation and we find it in the
hands of a dynasty.

limiting private fortunes. The nation
will go through chaos as wealth accu
mulation has raised its dangerous shad
ows. t ,
This ecenomlo readjustment must, be
accomplished or ths whole war will have
been , fought In vain. ; j ; - -
"Ths constitution of the United States
was made to be amended. It has been
amended many times since its adoption
and will bs amended many times more
if the republicendures. It can be
amended to limit excessive private for
tunes and we can restore a much needed
balance to society by transferring con
trol of monopoly to the government.
"If private fortunes are limited the
excess goes back to the nation and the
government becomes the principal stock
holder in all monopoly. The cost of liv
ing will then go down, the government
will use the excess for reducing prices
of commodities, taxes will be at a mini
mum. If not a thing unknown, and pri
vate initiative will- not be crushed be
cause the limit of wealth fixed will be
a goal any man might well strive for.
It will make for workers ; it will re
move the fear of a business man that
bis rivals will choke him by releasing
a large sum of, wealth for that purpose
and the ' American industries, all of
which are highly developed today, will
function more toward the benefit of the
average man. -'

"What If a man does accumulate the
maximum amount of wealth and drops
out of the strive affairs of life? There
will be many to take his place. It will
mean nothing more than the death of a
modern day captain of industry.
"Everyone wonders what will happen
because of ' his death and what does
happen? Hatters continue practically
the same as before.
"To my : mind the taking ef accumu
lated wealth above a certain amount Is
the cure for the world's economic evils.
It will restore Europe now grasping al
most vainly for readjustment and make
for a better world.
"It is the real lesson of the war and
the jaews from Europe is replete' with
efforts in various countries, Germany,
Italy and England, to mention a few, to
read this lesson. I 1

but Colonel Theodore Roosevelt was an
advocate of the limitation , of private
fortunes, although he never made it
prominent In his public life."
