BOARD VESSELS
Kour shipping board vessels were
fixed this morning: for grain loading
for the) United KCndom or continent.
These are the first fixed charters for
foreign loading of grain sine the
first of August for vessels flying the
American flag. All are for January
loading.

During the past five months all new
charters have ' been for British tonnage
and virtually all the off-shore; grain
shipments have gone in foreign bottoms.
Some small shipments to the West Coast
of South America. Australia and the
Orient have been carried by the regular
lipers. Coat to coast business must be
handled by American vessels. A drop
of $3 in the . rate as announced yester

MOVE TO SPALDING BUILDING
Tacit arrangement for the removal of
the dock commission front the present
quarters at the foot of Stark street to
12 rooms in the Spalding building have
been completed and will be submitted by

quarters are too small and Hegardt was
authorized to arrange for better offices.

Upon Oregon Coast
Several hours after storm warnings
were ordered placed at Astoria and all
Washiiugton coast points .Thursday eve
ning:, the predicted storm swept in from
the Pacific, ran the jjnd. velocity up
to 60 miles at North Head and quickly
passed inland. This morning: the storm
had dwindled out, the ' wind velocity
being: zt mties at North Head at
a. m. ;,,.;
i For the first time in many weeks the
Willamette river showed a measurable
fall this morning-. It was four-tenths
of a foot lower than when the read
ing- was taken Thursday evening-. All
through the valley the river is falllnsr.
and E- L. Wells, weather man, predicts
a continued lau for the next several
days. " ;
Another snow flurry visited Portland
between 19 :0 and 11 :30 o'clock Thurs
day evening. In the lower sections the
snow melted as it fell, but on Council
Crest about two inches of the flakes
were piled tip ' for a short time. Most
of the snow was gone from th heights
this morning.

of smoking tobacco for two years;
despite the big drop in the price? paid

of officials of the American . Tobacco
company and the United Cigar Stores

RULES REGARDING
FEDERAL
TAX
There haa been no change in the
rate of federal Income tax since last
year, according to Milton A. Milter,
collector of Internal revenue, and the
rules governing the filing of returns
have not changed materially, from
the requirements for the 1919 tax.
Blank forms are being prepared for
filing income tax returns and will be
ready for distribution In a few days, ac
cording to Miller. Blanks will be mailed
to the addresses given by aU those who
filed returns last year, but non-receipt
of a blank form will not relieve anyone
from the penalties provided by law for
failure to file a return.
Every unmarried person, including
widows and widowers, who received an
income of $1000 or more and every" mar
ried person who received an income of
$2000 or more for the calendar yeajr end
ing December SI. 1920, must file) a re
turn and pay at least one fourth of the
tax shown due. not later than March 15,
1921.
Forms will be in the hands of tax
payers much earlier this year than in
the two (preceding years, according to
Miller, and the- congestion .and! delay
which has usually occurred during : the
last week of the Tiling period may be
avoided by prompt attention to the re
turn. The supply of forms is limited.
Miller stated, and taxpayers are urged
to use them when first received, rather
than throw them aside and apply for
duplicates.
As in former years the field force of
Collector Miller's office will be sent to
various sections of , the state to assist
taxpayers in filing returns. Announce
ment of the places where these deputies
will be stationed during' the filing
periods and the dates on which they
will be available will be announced by
Collector Miller. '
John Richardson of
Portland to Handle'
Shipping Board Job

John Y. Richardson, Portland accountant,
who has been for several months acting
comptroller of the Pacific coast district
for the shipping board, has taken up
special Investigation work for the board
in Washington. He was called here to
help untangle some of the accounting
problems that have been making trouble
for some time past. .
In the recent report of experts of the
Walsh congressional committee and in
other publie criticism the . accounting
system of the board has been called in
question, because of alleged ' failure to
provide proper auditing and checking.
There is evidence now of an effort to
reach these deficiencies by infusion of
new blood.
It is understood that Richardson'
work here has no special relation to
the Pacific coast affairs of the shipping
board, but is rather more directed to the
cleaning up of some of the Eastern dis
tricts, where new methods and new men
are being employed to eradicate long
standing difficulties.

Arthur Clark Hicks, a junloj- from
Canyon City, made the most striking
grade record for the fall term of any
student in the university, according to
Mrs. George Fitch of the regietration
staff. Hicks has 14 hours of I and
seven hours of II.
The highest grade record was made
by Harold N. Lee, a junior from New
bef g, who won "honor grades" in 13
hours work. Twelve hours of honor
grade was earned by F. Dean Moore,
senior, of Eugene.. Moore also has three
hours I and two hours II. Honor grades
are considered higher than I. "
On the women's list, Isabelle Kidd, a
junior from Portland, is first with her
entire term's work of 15 hours graded I.
Alice Mary Lighftr, Portland senior,
made 13 hours of X and two hours of II.
Emily Agnes Veasie, a sophomore from
Portland, had 13 hours of I and five
hours of II.
The high grade list for the fall term
is made up of 27 men and 28 women, in
cluding all who did not fall below II in
their work.

Ten commandments for thrift have
been adopted and will be brought be
fore the citji by a series of educational
lectures, letters and advertisements. The
10 commandments are: First, work and
earn ; second, make a budget : third, re
cord expenditures; fourth, have a bank
account ; fifth, carry life insurance ;
sixth, own your own home ; seventh,
make a will; eighth, invest in reliable
securities; ninth, pay your bills
