' .At ate hour of the last day of the Old year' the city council awarded 1 la five-year contract for City street s lighting to the Portland Railway, SLight & , Power company, effective January 1. 1921. The resolution awarding the contract was intro duced by Commissioner Pier, sec onded by Commissioner Barbur and unanimously accepted by Majtor Baker and Commissioners Barbur, , Mann and Pier. Commissioner Bige low was away, oh a fishing trip Sat urday, though the council had agreed the previous day to finally: act on the lighting contract on Saturday .afternoon. i Heretofore, under the oharter, the Council could contract for lights for a period not to exceed two years. At the recent election the voters amended the charter permitting the . city council to ' contract for street lighting for five year periods. 1 being the contention, that other corti panics could not compete with the P. T, 1. & P. company on a two yeari contract as two year period would not -. justify other - concerns in Installing the equipment necessary all Of which that company already had In- stalled. " : - '. OSB BID THBOffK OUT I 'The Northwestern Electric company 'and the P. R.. L. P. company both entered feids for the five year period, but the Northwestern's bid was thrown out because that company did not cover all the lighting in the city's specifica tions, it is- claimed by . city ' officials: Northwestern officials, however, insist that they did not have the specifications made clear, to them, and; therefore, con sider they were entitled to further con sideration before the contract was final ly let. . . , . i The five year contract just awarded ..the P.
