PLEA FOR STATE
AID IS SUBMITTED
MED CAL SCHOOL S
Clear insight into the work beitfg
done by the Medical School of the
University of Oregon, and glimpses
of what that department desires to
do in the future, were presented to
the members of the Multnomah del
egation to ; the legislature at its
meeting Monday night by Dr. Rich-
ard B. Dillehunt, dean of the col
lege. The dean appeared before the delega
tion In fiirtWrnrm of the reauest for an
appropriation of $300,000 which is to be
made of the legislature when it meets in
January. He explained that the school
authorities had the promise from a ben
efactor, whcm he did not name, to match
any appropriation the state might make,
dollar for dollar.
$600,04$ IS WEEDED
It would require $600,000 to complete
and equip the college buildings on Mr
quam hill. It was desired that the state
give half of this sum. Dr. Dillehunt ex
plained, i
Dr. Dillehunt presented various views i
of the medical department buildings now j
in use as well as those for which addi-
ttonal money was desired. He also had
at the meeting four crippled children
now undergoing reconstruction treatment
at the hospital of the department and
from their cases illustrated one phase
of the work being done by itSie con
tended that the major work of the de
partment was the investigation and dis
covery of preventive and corrective
methods of treatment, not the mere pro
duction of new doctors. The institution,
he said, was working first to advance
preventive and corrective treatment as
far and as rapidly as possible and then
to furnish a minimum of highly trained
practitioners to put . these advanced
methods 'into tise.
TO AID WEEDY
And, he told the delegation, it was
the effort-tof the department so to build
Its equipment and broaden its field that
It would be possible to furnish both sur
gical and medical treatment of the high
est skill to all those of the state who
might be unable to secure such treatment
otherwhere by reason of circumstances.
Oscar W. Home, former member of
the delegation and author of the Home
bill providing for a school for the blind
at Portland supported by a millage tax,
appeared before the delegation with a
request for an appropriation of $40,000
for the Immediate construction of the
school. This request was made neces
sary, he explained, by the fact that the
millage tax of one twenty-fifth of a mill
authorised by the people would not be
available until 1922 so that the appro
priation by 'the coming session was nec
essary to avoid a two-year delay.
REALTY LICE5SE BILL
Frank McCrillis, speaking for the
Portland Realty board, explained the
provisions and purposes of the proposed
bill advocated by that organization for
the licensing and regulation of realty
aeaiers ana agents, no toia uie aeiega
"Aon that the purpose of the measure ad
vocated by the realty men was merely to
"put teeth into" the present law so that
It could.be enforced by the department
of government which was to be given
the duty of administering it. He showed,
also, that the law would be more than
self supporting and would therefore
make' money for the state rather than
be an additional burden upon the tax
payers. Municipal Judge Rossman and Deputy
United States Attorney Flegel urged
that the legislature -make provision for
the treatment of drug addicts at the
state hospitat for the insane, : contend
ing that this could not be done ade
quately in the county Jails.
The delegation accepted an invitation
extended by City Commissioner John M.
Mann to visit the Cedars at noon on
Wednesday, December 29. Jt is; Mann's
desire that the state should ' provide
funds for the maintenance and opera
tion of this Jnetitutlon.
