'lhe report of the- engineer was
adopted. It showed progress in the con
struction ..work under the direction of
the dock commission at dorks No. 4 and
5. Cornfoot & Mcintosh were awarded
$59,490 on the construction of the pon
toons for the new dry dock, this being
' on the percentage basis of the original
estimate of the engineer. '
Relative to the communfeation from
the committee on port legislation of the
tbamber of Commerce the matter was
kfsvferred to the city attorney. Improve
ment of the Is'orth Portland harbor came
to light again and a communication from

hold charred and watersoaked and her
captain and crew exhausted from a long
battle at sea with fire and noxious gases.
Fire was discovered in her hold Tues
day night. It was started. It is believed,
when the ' paint and ' oils in her cargo
shifted, the friction causing the flames.
-The Sudbury was then 160 miles south
of 8a n Diego and 70 miles offshore. Cap

the 'sailors blistered and the men were,
driven back time and again by gases.

Veterans of Foreign Wars will con
duct the funeral service for Ole Vider
Friday afternoon at the East Side fu
neral directors' chapel. Vider died at
Pierce's sanitarium December 2. His
only relatives reside in Norway. He
will be buried in the soldiers' plot at
Mount Scott cemetery. Members of the
organization are requested to attend the

Amelia Ann Harper
The funeral for Mrs. Amelia Ann Har
per, 90, who died Monday at her resi
dence. 6 IS Raleigh street, was beld this
morning at St- Marks Episcopal church.
Interment was at Lone Fir cemetery.
Mr. Harper was born In London June
13, 1830-, and had been a resident of Ore
gon for 45 years. . Three children sur
vive. They are A, J. Harper of Port
land. E. Harper of Seattle and Mrs. W
L. Woolley of Oakland, Cal.

DROP IN EGGS,
That application for art' opportu
nity to sell eggs on the public mar
ket at a lower price than dealers
are charging had been unsuccessful
through the negative attitude of
Commissioner C. A. Bigelow, was
asserted in a Statement today by R.
E. Butler vice president, and V. !.
Upson, manager of the Oregon Poul
try Producers' association.'
"The granting of this request would
lower the .price of egga on the market
from five to nine cents a doeen;" said
Butler.
The present condition of the egg mar
ket is a horrible example of manipula
tion and is exactly the condition which
we were trying to avoid when we began
lowering the prices in November," was
Upson's comment.
Promising that admission of the poul
try producers through their cooperative
association would "break" egg specula
tion in Portland, Butler added:
"By no possible means can lhe asso
ciation dippose of any considerable part
of its product on the public market, as
about five cases a day would be the
limit of what it could handle there and
the association's output at times reaches
as high as 150 cases. It is the intention
of the association to use this as an ad
vertising means for its eggs, selling
them in cartons under association brand
with regard to' weight and size."'
Commissioner Bigelow said it was a
mistake to report him as denying the ap
plication of poultry producers. '"I have
not taken final action . on the matter,"
said he. "But my experience in the past
with marketing organiiations has not
been satisfactory.- Also I believe it more
necessary to reenact our old ordinance
authorizing the placing of maximum
prices on articles sold on the public mar
ket than to adopt the association's plan.
My mind, however, is still open. I have
net reached a decision." . T ... ,"
Admitting that past experience with
marketing. -organizations had perhaps
not been satisfactory, Butler denied that
the poultry producers should be included
in the" same category. "Our argument
is," he said, "that cooperative associa
tions have never sold on the public mar
ket and by taking in the outlying dis
trict in Washington, to which objection
is made, we are bringing 4housands of
dollars into Portland that formerly went
to Seattle."
COUJfCIIj WOULD EXTEND
CONTRACTS OVER 5 YEARS
In keeping with the voters expression
at the recent city election, the city
council has authorized Commissioner of
Finance Pier to advertise' for bids for
lighting the city street's, public places
and municipal buildings of Portland for
the next five years and to contract for
such lighting. :By this action the coun
cil expects to save the city approxi
mately $75,000 on the five-year period.
Heretofore the city's lighting Contract
bids have been for periods of two years
only, and because of the expense at
tached to preparing for handling lite
contract, but one company would enter
a bid, the only other competing concern
announcing that it would be glad to
enter a bid for a five-year period, but
not for a shorter -term. It was to give
competing companies an even chance
that the former ordinance was changed
by the voters, and the council has but
officially acted upon the public's ex
pressed will in the matter.

streets in Portland for approximately
one half the price charged by California
contractors, according to Superintendent
Robert S. Dulin of the municipal paving
plant Dulin has Just returned from a
tour of inspecting paving operations in
San Francisco, Alameda, Contra Costa
and Los Angeles counties.
"I found contractors down there get
ting approximately $3.60 per yard for
Paving, While the municipal plant here
figures on a basis of -$1.60 per yard

plant's figures," Dulin said. He added,
however, that the private contractor was
entitled to the additional 25per cent
as his profit, the city figuring on no

City employes using their private auto
mobiles on official business will be re
imbursed In the future on a basis of 7V4
cents for each mile actually traveled in
the city's interests; all claim to be in
dorsed by the -commissioner of the de
partment in which the machine is used.
An ordinance- to that; effect was - in
troduced at the Wednesday meeting of
the city council by Commissioner of
Finance Pier.
Commissioner of Public Utilities Mann
also Introduced a resolution authorizing
the transfer of autos for hire licenses,
fixing a fee of $1 for the transfer. The
measure will put an end to public ve
hicle operators transferring their license
to another after the city revokes their
permit, Mann stated.
Bids Run 15 Days
Section 208 of the city's charter of
1913 was amended at the Wednesday
session of the council to require adver
tising of bids for electric light contracts
with the city to run only 15 days, in
stead of 60 days. Commissioner Mann,
who introduced the amendment, said as
there were only two concerns to bid on
the city's lighting contracts, and as the
ordinance hatl not been lived up to, he
considered the change decidedly ad
vantageous to all. .

Bond Is Refunded
Five hundred dollars bail posted by
Alvin C. Shagren, physical director for
Corvallls public schools, was ordered re
funded this morning by Federal Judge
Wolverton at the request of United
States Attorney Humphreys. The ball
was asked to Insure Shagren's appearance-
before, the federal grand Jury.
Humphreys - told -the court Shagren
would , appear voluntarily. Shagren is
charged by the government with mailing
an improper letter, to Florence Hawkins
of Portland.
