(I. N. S.) The Invasion of the national tax gatherers into the fields -which were formerly reserved asj. source for state and local revenues, was scored V by Governor William ,C. Sproul of Pennsylvania, before the conference "of governors and governors-elect today. Governor Sproul said Pennsylvania's contribution to the national government was 12 times the total state revenue. "We may look forward to a reduction in federal taxation;", said Sproul. "We certainly have Justification for such a hope, now that the war is all over. If the federal government Is - to maintain its heavy toll upon the enterprise and thrift of the people, ie,ehall have to look to it to carry on some of the educational, constructive, custodial and remedial ac tivities which are presumed to be .the functions of the state. "It would seem that there should he some line of demarcation between the subjects of federal luxation, and those to Which the states may look for their rev enues. Surlly, the land is bearing all of the burden of taxation which It can stand, and any increase will add to the economic difficulties of our people and to the troublesome, problems of homes ana nouse. "There seems to be a peculiar miasma which arises, from the Potomac. There must be some germ from the- Potomac which makes our national statesmen for get that the nation Is made up of states, which have functions to perform affect ing most intimately the life and welfare of the republic." Division Organizes for Social Advantages Temporary organisation for social pur poses was effected by the members of the old Forty-first division at the sug gestion of Lieutenant-General Hunter Liggett Tuesday night at the reunion held, to pay respects to their former commander, in the Armory. , Tha organization will .be known as the Veterans of the Forty-first and will be purely a social body with no dues at tached. Donald M. Taylor was eleoted temporary president and Frank Simmons secretary. The organization committee, headed toy Colonel George -A.' White, is working', to get a permanent organiza tion, v SILdDtm relieves pain Nature's ytegf WHETHER It Is backache, stiff ioints, or a sprain. Hwp Mam HALF DOZEN DOCKS ARE CONDEMNED BY DOCK COMMISSION Oak street dock, Taylor street dock, Panama Cooperage dock, Pa cific dock, the wharf of the Oregon Shet Metal Works and the dock of the Portland Seed company were condemned at a meeting of the dock commission this morning. An extension' of the time for the wreck ing of the properties was extended for a period of two years with the understanding that the properties be placed in safe condition for that time. The action of the board was based on the statement of City Kngineer O. Laur gaard. to the effect that the city at the next election was -contemplating a plan to take over the entire water front be tween Jefferson street and Glisan street on condemnation proceedings. It was to this end that the extension of time was granted. The plan of Kngineer Laurgaard is to tear down all of the old and eyesore structures, fire menaces- and useless waterfront ' property and to build a sea wall from Jefferson street to Glisan street and have the entire plant under the cpntrol of the city officials. . " Argument at the meeting this morn ing waged principally between Commis sioners Knapp and Hirfdman on one side and representatives of the property own ers en the other. Knapp maintained that the law called for the destruction of docks that had deteriorated more than 40 per cent. Representatives of the various dock owners. Cheater Dolph, Warren B. Thoipas, Henry Fries-and Robert Lewis, took the position of property holders and that. by the condemnation they would be deprived of any of the small amount of revenue now accruing. The' argument waxed warm. Laur gaard, Ktchel, Plummer, Grenfel, Latou rette, Boardman and Hegardt made up the waterfront committee. Dolph, Fries and Thomas represented the property owners In as much rapidity as Chairman Moores would recognize them. MATSON STEAMERS ASKED -TO INCLUDE ASTORIA PORT Kfforts are being made by Astoria through B. F. Stone, president of the Port of Astoria commission, to induce the shipping board to allow steamers operated by the Matson Navigation com pany between Puget Sound. San Fran cisco and . Honolulu to stop at Astoria for a minimum cargo of COO tons, ac cording to advice received by tha State Chamber of Commerce. Under present rulings the shipping board has a minimum of 1500 tons and even with, this provided the vessels do not always stop according to Stone. This has necessitated .the shipping: of cargo intended for the Hawaiian islands via Puget Sound ports. Stone has appealed to J. N. Teal and Admiral Benson of the shipping board -as well as to members of the Oregon delegation. . Barkentine to Give Bond The United States attorney's office was indirectly notified this morning that owners of the barkentine Hawaii, which was. libelled by the government Tuesday, intend to post a $70,000 bond in order to have the ship released.
