THREE STEAMERS
DUE TO TAKE ON

Three steamships tor part cargo
' from Portland sailed from San
Francisco this morning;. ' The Bear
port, Philadelphia for the North Pa
cific and the Orient, leads the fleet.
The second ship will be the Dutch
' steamship Moerdyk of the HOjHand
; American line, which comes from the
continent with general cargo. Trail
ing along will be the Norton Lilly
ship the Motint Berwyn, from Mar

The Bearport win come' to Portland,
' direct, and the other two will proceed to
- Puget Sound and take outbound cargo
from Portland. Charters hare been slow

a message to all seafarers of the United
States merchant marine Wednesday ap
pealed for greater efficiency.
He said there has been a serious
lessening In ocean freight movement
which has resulted in tying up many
. vessels and that foreign competition has
become keen.
I must appeal to your public spirit
in helping the shipping board under these
unusual conditions," said the admiral.
He -asked a reduction In expense and
better discipline among seamen and of
ficers of vessels touching foreign ports,
to a lack of which he said his atten
tion had been called,

JOAN OF ARC IS RAPIDLY
BREAKING OIL TANKS ASHORE

steamer Joan of Arc is no more. Cap
tain Micneison, who is "at Port --Orford
' where the vessel is stranded, telenhoned
' to Customs Officer Clark to surrender
to the commissioner of navigation the

, loss. ' The vessel Is valued at : $500,000
ana the loss on the lumber ; cargo f 40,
, 000. The two big oil tanks have come
ashore, and as the vessel breaks up,
likely much of the lumber wilU be

Notes of the Waterfront
The motor ship Oregon, which went
' ashore in the ' Nehalem on November 6
and was later floated and brought to
' Portland for repairs, was floated from
. the Port of Portland drydock this morn
- ing and proceeded down the "river. She
' win take lumber at the Wheeler mills
, for San Francisco. ,
The steamship Eelbek is discharging
. general cargo at municipal No. : 1 and
will load at No. 4.
The steamship Curacoa is scheduled
to sail for San Francisco via Coos Bay
end Eureka at o'clock this evening.
Rise Aids NaviffaUon
Lewiston. Idaho, Nov; 25. - Recent
rains have caused the Snake river to
rise about three feet which materially
improves navigation. The steamer
Iewlaton, hoWTn service on the lower
river delivering grain to RIparta, will
be brought here to bring out grsin from
upper river points. About 75,000 sacks
await transportation. The steamer Spo
kane is tied up at Lewiston.
-' . Port Dredge Withdrawn
Lack of money has forced the Port of
Portland to withdraw from service the
dredges Willamette, Tualatin and Mult
nomah. The dredges will be laid up and
with small amount of funds oft hand,
will be given a general overhauling.

Building Oregon
No one appreciates the growth, and development of the State of Ore
gon more than the Public Utilities who serve it and supply the telephone,
gas, electric and I transportation facilities which promote the business of the
state and the welfare of its people. Proof of that growth is scarcely nec
essary. The statistics published daily in the press, showing bank clearings,
building permits, imports and exports, real estate transfers, all bear tes
timony toji tremendous business activity and a' volume pf trade far in
excess of that of five years ago. r
. With all this growth and activity there has been an increasing demand
for, telephone service greater than our present facilities can supply and
greater than our present revenues will allow us to meet. During the
present year we have handled in excess of 48,000 orders for telephone,
service in the State of Oregon and at the present'time have 3500 unfilled
orders on hand.
The constant demand, for telephone service can only be continuously
met with a plant sufficient for present needs and a reserve for growth
which will permit of promptly handi ng installations, changes and moves.
This company has no apology to offer for what it has accomplished in the
way of meeting the demand for telephone service during and since the
war. It is a recordto be proud of but it cannot continue to meet this
demand with its present facilities Exhausted and a deficit in its earnings.
' , Arrangements must be made for the necessary plant and equipment to
keep pace with ; Oregon's tremendous growth. We.wapt the people of
Oregon to realize our present . situa ion and the problems now confront
ing us and ielp us to take; a proper part in the development of this state.

city limits to the mouth of the Willam

Olympia, Wash., Nov. 25-The North
western Towboat Owners association
has witdrawn it application filed last
September with the public service com
mission to Increase all classes on Puget
Sound from IS to 25 per cent.
Lindane Reaches Port
Sen Francisco, Nov. 25 (L N. S.)
The steamer O. C Lindauer, which went
ashore last week at Albion cn the North
ern California coast, arrived this morn
ing in tow of the tug Sea Queen. She
went direct to the shipyards for repairs.

coarse) of 12 free lectures on the op
eration of motor vehicles' to be given
under the auspices of the local
branch of the National Safety Coun
cil. All operators of automobiles,
professional and private, are invited
to attend the lectures, the first of
which will be given at Library hall
Monday, November 39, when E. H.
Goehler of Benson Polytechnic
school will discuss automobile
brakes and braking. Weekly talks
are the program until February 14
when the series closes.
The lectures will be Instructive and not
so technical but that every driver will
understand their trend. They will In
clude lessons on brakes, lubrication,
steering mechanism, engines, accident
hazards, rules or the road, the carnu.

For October Shows
Gain Over September
Recruiting at the local Marine corps
station for the month of October showed
increase over the preceding, month of
165.2 per cent. The number of men
shipped during October was 60. . i
At Mare Island recruits taken in be
tween September and October were
asked their reasons for Joining. : Travel
appealed to 154, 124 sought education,
24 came In for military training, while
only 69 Joined because they were out of
employment. . , i :i

of the council. Mann Introduced an

institutions in the city from quarterly

had introduced the ordinance at the
request of City Health Officer Par
rish but did not personally favor it.

Parrish informed the council that he
did not want another doctor -added to
his department. "The state inspection
of these institutions at regular, intervals
nas tne same effect as our freouent in
specUons, and I, therefore, deem it -unnecessary
to Inspect them more than
once in six months. We need our en
tire staff for other duties everv hour."

The ordinance was carried over to the
next meeting.
Waverly Baby Home'
Tag Day Appeal Is
Made by Chairman
An eleventh-hour appeal for help for
the Waverly Baby Home is made by
Mrs. C K." Runyon. chairman of the
drive committee. Tag day will be Sat
urday, and Mrs. Runyon has asked for
the help of the women of Portland.
Headquarters have been opened in the
blueroom of the Portland hotel, and all
who will assist are requested by Mra
Runyon to register there.
Yesterday William D. Wheelwright
bought the first tag, paying $100 for it
Mrs. T. C. Allison made the sale. - -.
The police band will play on Saturdav
at noon to awaken interest, and babies
from the home, accompanied by their
nurses, will occupy the big show win
dows in the Jennings and Powers stores.

For Girls Outlined
At Club Luncheon
With Thanksgiving invocation, turkey
and talks for program and menu, the
Portland Ad club observed the national
day of gratitude in spirited fashion, at
the Benson hotel Wednesday afternoon.
What the T. W. C. A. is doing for the
girl life of Portland was told by Mrs.
M. 8. Johnson and Miss Elsie Weldle,
representing that institution. Walter
Jenkins of Community service furnished
the musical numbers. Among the com
petitive exhibits that of Kathryn Cof
field, dainty home wear donned by mem
bers of the Women's Advertising club,
not only won the prize, but captured the
program. The Thanksgiving Invocation
was offered by the Rev. Watson Dana.
Wives of the Ad men attended.
Auto Hits Mrs. Rivers
Mra Albert Rivers, 489 East Forty
sixth street north. 'was knocked down
by an automobile driven by A. R. John
son, 356 Russell street, at Forty-sixth
street and Sandy boulevard Wednesday
afternoon. She was taken home by
Johnson.

Lieutenant Commissioner Adam Gif-
fordj newly appointed head of the
Western ' department of the Salva
tion Army, at a reception given Wed
nesday night . in . his honor ; at the
Church of Ourf Father. "Tnere was
nothing unusual about our work dur
ing the war, 4 except;. that" it. was
grouped together and done on
larger scale." v
. The commiaaioner told, ho w . ha entered
the Salvation Army ranks 31 years ago,
and said that the army did the same
work then as It is doing now. We were
misunderstood and mistreated when , 1
first entered. Our pioneer officers were
misunderstood, ridiculed, and often lm
nrisoned." y
For the last 12 years Commissioner
Gifford has been In charge of Salva
tion Army work is, the New England
states. He now, assumes control of the
work in 11 western states and the
Hawaiian islands, with headquarters at
San Francisco. The meeting last night
held in his honor was primarily ar
ranged by Governor Calvin Cool id ge of
Massachusetts, a personal friend of the
commissioner. Governor Coolldge wrote
Governor Olcott requesting him to ar
range a reception for Commissioner
Gifford. Governor Olcott had arranged
to be out of the state Wednesday, so be
asked William D. Wheelwright to rep
resent the state. Wheelwright presided
at the meeting Wednesday night and
read the letter of Governor Coolldge.
Commissioner Gifford is the oldest
Salvation Army officer in the United
States in point of service.
Commissioner Gifford introduced In
ternational Auditor General Arthur
Bates of London, who happened to be a
visitor in the city Wednesday.
At noon Wednesday a dinner in honor
of the visitors was held at the Hotel
Portland, where individual pieces ' of
work done by the Army were sold,
Mayor George L. Baker presided and
welcomed Commissioner and Mrs. Gif
ford to Portland. .
