TASKF0RHARD1NG
'By Fred S. Fergnson
(United New Stiff CcTpofidentl
3ew Torkj Nov. 8 Two delicate
and difficult tasks immediately face
President-elect Harding probably
the , mppt difficult from a party
.standpoint, that have faced any
newly elected chief executive in "the
Nt 20 . years. r, -
rThe f Irakis the formation of a cabinet
that wiir spell continued party Solidarity.
'The-second is the establishment of a
' program to effect peace.
n u t rn a -w fir t -v
' Thnre is no doubt that In both tasks
. Harding faces situations which will call
forth all of his ability as a peacemaker
. and compromiser.
On the question of the cabinet, mem
bers of what Js commonly known as
the "progressive" win of the party are
' open In their assertions that if .Harding
surrounds himself entirely by represen
tatives of the so-called "reactionary"
group, they will revolt "not in l24t"
as one expressed it, "but now."
. ; In formulating- a program for peace,
Harding' has the Johnson-Borah group
. of lrreconcjlables to. keep in line. John
son has openly declared that , he has
only been obeservln? a "truce" with the
party leaders because Harding had met
hJs views as to "scrapping" the League
of Nations.. , If the peace program finally
'decided upon Included entrance into "a"
league or "the league" with reservations,
i a fresh uprising from the irreconcilables
Imay be expected.
STAMISO OF BOOT LIKELY ',
" Whether Justified or not, it appears to
.be taken fop granted In most quarters
'that Ellhu Root will be named secretary
;of state by Harding. Such: an appoint
' merit would be satisfactory to the pro
' league element in the party. Root's
i appointment might be only for the time
; necessary to dispose of the peace and
The -"progressives' are expected to be
: appealed to by the appointment of Iler
" bert Hoover .to a cabinet post probably
as secretary of the interior. Under
1 Hoover,, however, the responsibilities of
this portfolio will . pr;obably "be extended
so that the post will become that of the
head of a "department of public works,"
through which not only the routine in
terior arrairs or tne country win oe ad
ministered but through which pressing
questions of the moment, such as fuel
distribution, will be directed.
MAT APPOINT CABBISOX
. One cabinet appointment which is ex
pected to create a political sensation is
forecast in some supposedly well. In-
.lui..' . rr l t .l. ........
of Llndley M. Garrison, a Democrat, and
. former secretary of, war in the Wilson
"cabinet, to his old post. Garrison was
; regarded as an extremely efficient head
of the war department. JHe left the
present administration? aftev- a. disagree
ment with the president.. Former Presi
dent Taft, who was also, secretary of
war under Roosevelt. Is also mentioned
as a possibility for this post.
- Will Hays, now chairman- or tne Re
publican., national committee is gener
. ally picked as the choice for the post
of postmaster -: general. ; He is given
.credit for solidifying- the party for .the
present campaign and as postmaster gen
eral would be in a position to carry his
work further through Judicious recom-
mends tlons for judicious appointments.
TO CONFER WITH "GOMPEES
"Former Senator George Sutherland or
Ttftah is consistently forecast as the next
... attorney - general. Sutherland lost his
'senate. seat in 1916. " .
, former senator weens or Masaacnu
etts is considered the most likely choice
for secretary of the navy. Senator
Poindexter of Washington is also men
tioned for this post. '
Governor Frank 0. Lowden of Illinois
Is forecast for a cabinet appointment,
s. probably as secretary of commerce. ;
Former Congressman Goods is men
tioned for secretary of the treasury.
In selecting a secretary of labor Hard
ing, it is understood, wljl-confer with
President Oompers of the A. F. of 1 and
other labor leaders.
HOOVEB SUGGESTED i
Gompers has openly . opposed Harding
during the' campaign and steps toward
rttfliuurinsr labor nm nrnmlhnd as una of
the first considerations of the Republican
president-elect. Herbert Hoover would
be highly acceptable to Gompers as head
of this department of the government
and the former food commissioner is
mentioned In connection with this port
folio as well as that of the interior.
. For secretary of agriculture, the name
of Henry Wallace of Des Moines, pub
lisher of Wallace's Farmer, is promi
nently' mentioned. ;
Final selection for various posts must
naturally await complete election re-
- suits. In event of the defeat of such
"wheel-horses' as Senator. Smoot of
Utah, Senator, Watson and others In-
- or other appointments.
