It is learned that the president ex
pects to fill the shipping board ap
pointments soon after the election, so
they will await the action of the sen
ate when it meets in ' December. He
has been embarrassed by the fact that
Uisee of his selections have declined ap
pointments, and organization of a new
board is not expected for several days.

rect bearing upon the future of the
United States shipping: board mem
bership and Oregon's part in it.
Election of Cox 'will virtually con
firm Joseph, N., Teal as a member of
that body Election of Harding will
mean the holding up of President
Wilson's appointments and the great
probability that Seattle Interests will
predominate and ultimately secure
the place because of -the Influence
of Senators Jones and Poindexter
with Harding, particularly Jones,
who is chairman of the senate com
merce committee, of which Harding
is likewlsa a member.
The Republican plan is to withhold
confirmation of Wilson appointees to
important offices during the coming
short session of congress, if Harding Is
elected, so the new president may fill
vacancies With men of his own choosing.
The ahlppthg board is the biggest prize
of all. and Harding's expressions have
shown that he particularly desires to
control its membership.
WOULD FILL VACANCIES
The present senate is Republican and
leaders have already made their plans.
They are "down on Wilson" and they
want the offices for men personally se
lected by a Republican president They
maintain that if they win they are en
titled by the rules of the game to fill
vacancies, and they will especially- take
care to secure a majority on boards like
the shipping board, where by law only
majority can be of one party. Appoint
ments by Wilson will automatically die
March 4, unless confirmed by the senate.
If Cox Is elected the motive for with
holding confirmation will disappear, and
the Wilson appointments will doubtlessly
be promptly confirmed. The political
complexion of the next senate will not
be Important In this regard after the
presidency is settled.

The only chance for Teal's confirma
tion. In the event of Harding's election,
would be that his conspicuous qualifi
cations would make so strong an ap
peal that he would be finally selected
as one of the three non-Republican
members required by law. It may be
found, however, that the very fact that !
. Teal was named by Wilson will put
him on the ' Harding blacklist, coupled
with the fact that Senator Jones may
be relied upon to urge the selection of
a man from Puget Sound.

Saved From Death
Ross Churchill, acting for the Ore
gon Humane society, rescued a
valuable horse from smothering in
a' cesspool at Forty-second . ave
nue and Sixtieth street Saturday
afternoon. Churchill responded to an
appeal for aid from the owner, who
said that ne had borrowed a team to
plow his garden plot. The horse,
which had broken through the earth
covering an old cess pit, was pulled
out with the assistance of Churchill's
roadster. The animal was 7 years old
and valued at $200. It suffered no in
Jury, according to officials of the ,hu
mane society.

The Oregon Tuberculosis association,
which is now in the midst of prepara
tions for the annual sale of Christ
mas seals, is -la great need of
volunteer workers i who will- spend
a few hours a day folding let
ters and pamphlets, filling envelopes
and stamping them. Anyone who is
willing to assist . In this public health
work will be cordially welcomed at the

A mass meeting to "protest against
the continued British atrocities in Ire
land" and to pay homage to the late
Lord Mayor MacSwiney will be held this
evening In Hibernia hall, 240 Russell
street. John R. Murphy and Rev.
Michael Wallace and Impromptu speak
ers will address the meeting. Thomas
Mannlx will be chairman. This meeting
is held under the auspices of the United
Irish societies. Pontifical requiem mass
will be celebrated In St. Mary's cathed
