day afternoon is the steamship Waban
of the Admiral line, from Shanghai.

Manila. The steamship Abereos of the
same line will complete cargo Tuesday
and win clear for the Orient.

getting away at the rate of one each

uled to sail Wednesday and the Wapama
on Thursday. Destination of both will

Nations in Effect
Paris. Sept. 13. (U. P.) The Belgian
minister today notified the French for
eign office that the Franco-Belgian
military alliance had been officially ac
cepted by Belgium and waa effective
Immediately.
News of the Port
While the terms of the Franco-Belgian
alliance never have been made
public, they are supposed to provide for
both a defensive and offensive agree
ment whereby Belgium would immedi
ately join France If the latter went to
war. If such terms were accepted, Bel
gian "neutrality." violation of which
by Germany caused Great Britain to
enter the world war. would be abol
ished and Germany would have a legal
right to invade Belgium In case of an
other war with France.
Reports from Belgium two weeks ago
indicated the labor element there iad
prevented the government from ratify
ing the treaty.
Under the provisions of the League
of Nations, ' the treaty must be made
public and be acceptable to the league
i before it can become effective.
