animated and the Hat waa distinctly
strong. In the second half buainesa died
down materially and although prices held
pretty well ia general. Initiative seemed
largely gone. The oil sharea held the
center of the stage at the outset aal in
the first hour or so the announcement of
an Increase In the dividend rate for Mex
ican Petroleum stock from 10 per cent
to 12 per cent waa virtually discounted.
For a time after the announcement aiex
lpan Petroleum. Pan-American and Borne
of the othera In that list reacted sharply,
only to recover In good form, however.
"In the wake of the oils, the eteel In
dustrials made a considerable show of
activity and gains 1 to 2 points were
achieved. Even the motors and coppers

shares of the chemical companies con
cerned in the recently consummated
merger were decidedly mixed and erratic

the British coal atrike had been settled and ex
pectation! ( a Bullish ginning report tomorrow.
Liverpool vies a very heavy buyer at . the
opening, but the South sold. -
At tba end of the first 20 minutes the mar
ket waa unsettled and about $0 points down
from tba highest.
The market) developed strength in the late
dealing on renewed general buying baaed on
very bullish private crop report and on Im
proved foreign,, demand for apot cotton. The
close waa firm at a net advance of 81.44 9

by tha Portland branch of the Fed
eral Reserve bank that the treaaury
department is offering two new is
sues of certificates fSf Indebtedness.
The certificates are jated September
IB and are described as series TM3,
1121. maturing; March 16. 1131, bear
Ins; 54 Per cent interest and series
TS 1921. maturing; September 15.
ItSI, bearing; 6 per cent interest.
The certificates will be In denomina
tions, of $500, $1000. $5000. $10,000 and
$100,000, and are exempt from all taxa
tion Imposed by the United States, or
any state, except inheritance tax and
graduated additional Income taxes, com
monly known aa sur taxes, excess profits
and war taxea. Series T10 will be ac
cepted at par in payment of subscrip
tions to the new certificates.
The proceeds will be used to help pay
off $$00,000,000 In certificates maturinr
September 15 and October IS. 1920. Part
of the money for theee payments will
be realised from income and excess
proflta taxes due September 15. The
money left over will be used for govern
ment expenses to October 15, 1920.
Series TS ia the third serlea that haa
been offered in the past four months on
wnicn uie government la paying 6 per
cent interest, the highest rate that It haa
ever paid for money. Subscriptions for
the certificates can be made at the
Portland branch of the federal reserve
bank or at any of the banka of the city.
