The days were generally warm and the nights
moderately cool, with light frost in some elevated
localities. High, dry, northerly J winds prtirsiiad
st the beginning of the week. Except for; s
few very light showers in northwestern counties
and along tbe coast tns week was rain I waa in
parts of Southern Oregon the drought s eerimia.

advance recorded In the stock market;
to the final trading yesterday waa not
maintained at the opening today. Profit
taking. In those Industrials which made
the sharpest advances caused , slight
losses in early dealings, but these were
followed by another upward movement.
Steel common sold at 89, s gain of H.
Baldwin Leoomotiva, after felling to 109 H.
rose to above 110. Crucible Steel advanced 1H
to 139 H - Republic Steel dropped . nearly 1
point to 85 H . -
The rails generally showed a strong tone.
Southern Pacific being most active sad advanc
ing to 95 H. Beading, after dropping to
91 H. rose 1 point -
Pan-American Petroleum sold down 1 H to
88. Mexican Petroleum dropped lH to 161 H.
but quickly recovered to 163.
The Marine issues were in demand. Marine
common advancing 1 to. 26 sad preferred 2
to 77 H . Corn Products rose' 1 point to 90.
- Southern Pacific attracted most attention
during the forenoon trading, that stock advanc
ing from 94 H to 96 H. Other railroad stocks
were moderately strong, Canadian - Pacific ad
vancing 1M to 120 H sad Reading holding
around its early high. 1
New Haven rose 1 point to 34 H. Many of
tbe industrial issues showed a lack of demand
after the . start sad some recessions were re
corded.. Republic Steel was under pressure fall

was fairly easy around T. per cent.
Apparently the decline In .- cotton
operations has reached somebody's
ears. ' ; The ; . break of ; commodity
prices generally haa encouraged the
publlo to look for some reduction
in the cost of livlns;. .
; But the most Important thing that de
veloped was tha'fact that the bulls have
found a leader, something they have
lacked woefully, while"' the bears were
weU" generaled. 1. The bull T; leader is
George JT. Whelan, - who returns - from
Europe fun of enthusiasm ; and a . be
liever in higher prices. It waa his ac
tivity that caused the market advance,
first frightening the bears into covering
and finally attracting a following among
the ' bulls. The market closed In the
midst ot a sharp advance with material
net gains in nearly every stock on the

set of new low prices all through the

is the inability of financial leaders
to. agree upon the best method of
restoring the country's economic
equilibrium," states Walter Brown,
editor of the New York Commercial.
"One group, under the,, leadership of
the federal reserve board. Is holding
the interest of the Country in check
through the restriction of credits to
essential purposes. The tether group,
under the leadership of John Skelton
Williams, controller of the currency,
believes that interest rates ahould be'
kept low In order to make borrowing
easy, with the idea of encouraging
production. In other words, one
school of thought proposes to curtail
consumption down to the point of
production, while the other proposes
to Increase production up to the
point of consumption.
The truth is that if either of theee
theories were carried out to a logical,
conclusion a serious situation would re
sult .forcing a setback from which it
might take years to recover.
' "It is. however, wrong to assume that
the federal reserve board is making
war upon industrwand business and
that it advocates , a .policy of curtail
ment to an unnatural degree. Tha most"
that Governor Harding and his col
leagues have tried to undertake is the
diversion of funds from non-essential
purposes to those of a strictly necessary
character in order that the- business of
fho country may be carried on upon a
sure foundation. It Is all very well to
advocate low interest rates in order to
make borrowing easy, -but if available

not make the money more plentiful. It
