IN FULL ACCORD,
DECLARES COLBY
By Hudson lTawlejr i. J .
I (CTnitad News BUff Cociwpondent ) 1
Washington. 'Aug. 19. Secretary
of 8tate Colby, in three Important
- announcements, bearing , on the Rus-ao-PoIlsh'
" situation. Wednesday
cleared the diplomatic atmosphere to
an appreciable degree- : "
In giving out the text of France's
reply to the United States, note) of
last week. Colby pointed out that both
v governments have "a common object
ive" In regard to Russia and Poland.
' arid i enpecially! excepted " the : French
recognition of Wrangel As "a divergence
not of purpose or objective, but of nol
lcy."i That divergence, he made plain,
''should 'not diminish or qualify the
ratisfaetion arising from so complete
an accord as to the main purpose."

diplomatic lance with Foreign Minister
Tchitcherin of the soviet government,
-springing the "deadly parallel" on i the
i Bolshevist statesman, by checking the

. the soviet chief. Lenin. i
; Of the French note, Colby .'said that
;,lt "b tales without reservation that ! the
' French government is in entire agree-

' VIEWS IX ACCORD I
"It adopts almost in Identical words.'
Colby continued. the view of this gov-
T crnmeni regaraing me soviet regime in
Russia and declares that France jean
"i have no official relations with a gov
; ernment which is resolved to conspire
against - its institutions, ' whose diplo

will sign contracts with . thej intention
not to observe them. . I
, "The French 'government further de

j AGREEMENT SIOIflFiCASTT
While pointing out, without express
ing either approval or lack of it. that
this government has not recognized the
Wrangel de facto government In South
told his hearers to "look, to the 'true
sources of power In the country, which
In the final analysis, he said, amounted
to "public pinion." ."i,
Then he fired his broadside at the Re
publican opposition, in this wise : "There
are many, many people in this country
who are surveying the conditions that
now exist in Central Europe with a sat
isfaction that they make no attempt to
conceal, i They ; are outspokenly opposed
to any form or degree of Intervention, no
matter how desperate the conditions or
circumstances may be that call upon us
for active effort. - They have flouted and
rejected the enlightened machinery that
was devised In conjunction with ' the
treaty of Versailles to cope with such
conditions as now unhappily exist in the
world, and ; are content to voice their
feeling of relief that whatever may be
happening j to other mortals, it is not
happening to them.
SELFISHNESS PRETEXTS RELIEF
' ?"We cannot go to the relief even of
Poland, provided the view prevails In
this country that we have no concern
with anything beyond our national bor
ders. The question, you see, In Its larger
ad true aspect, is a political question.
,'The Tchitcherin ; statement which the
secretary called in question was con
tained In a dispatch from Berlin in which
the Bolshevist minister was quoted as
saying : j j
j"Never did our stateraen say that we
.would fail to observe pledges. We, have
shown, on the contrary, we strictly adr
beVe to obligations. If we promise you
to protect; you f against agitation of the
third Internationale, all our representa
tives will rigidly fulfill this pledge."
! "I do not suppose," said Colby, ""that
Tchitcherin has superseded Lenin as the
authoritative spokesman of the soviet
purpose. The actual words of Lenin are
In a very; sharp contrast to the utter
ances of his foreign minister." To prove
his point, he quoted from
Lenin's before the council pf the people's
commissaries during the i negotiations
upon the Prinkipos conference, to this
effect-:.-;- .. -viv "it- ' 5 ; '-
."We must be prepared o make every
concession, promise and sacrifice In or
der to entice our foes lntothe! conclusion
of this peace. We shall fknow that we
have but concluded a truce permitting us
to complete our preparation for a deci
sive onslaught whtch will assure our
triumph." . - I ; I
Colby backed up this With other quo
tations from Bolshevik sources to em
phasize his deadly parallel. -
- An "informal reply"; toi the American
note ' of last week, coming - from Italy.
the power to which It was specifically
addressed, has been received at the state

j "The attitude and the reelings of this

he declared. "They are not; open to.

EXECUTIVE TOWEB LIMITED
( At . the same time, the secretary of
state warned his audience that "people
are prone to look to the executive Its a
source of plenary power, able to do any

that "tflls isn't that kind of a govern
