Washington, July 31. (I. N. S.)
To Senator Warren "O, . Mard.ln
peppery chaflenge of Governor
James M. Cox's position on the
League, of Nations and to the sen
ator's charge that the governor's po
sition is vague, Chairman: George
White of the Democratic natlona?
committee and manager. of Governor
Cox's campaign, today - made re
sponse Ur kind. '
I . don't propose to enter into - a
newspapar controversy with ' Senator
Harding, J the Republican nominee,"
Chalrma, White said, "but I i would
like to ask . the . senator1 one. question.
On the ' League of Nations issue, does
he side with former President William
II. Taft or' Senator Hiram W. John-
oii? Which one " represents Senator
Harding's views Johnson or TaftT
"halrman White's "reference was" to
a statement issued by Senator Harding
at Marion in which' the Republican
, candidate asked -Governor Cp -whether
, he, had pledged himself to President
Wilson on the ratification of the treaty
and league without essential modifica
tions, and if he had accepted Article X.
HITS BACK AT; HARDING '
White also came , 3ack at Senator
1 Harding on - the question of campaign
finances. The senator from Ohio as
sailed the no-limlt fund plan of the
'Democrats fori raising campaign money
-' and declared the bigmoney group was
behind the Democratic party.
I suggest that Senator Harding get
together with 7 Fred Upham, treasurer
of . the , Republican national committee,
who has confessed that appeals to the
small contributor'' have fallen " down
and has suggested contributions
raised." White said. v' , -
"Democrat? Welcome full investiga
tion of campaign contributions and ex
penditures." White declared. adding
that it was the' Democrats who in the
clotting hours ef congress obtained "the
continuation ofh the Kenyon senatorial
committee hearing which unearthed
"such large expenditures ,Tln the Re-
publican primaj-ies. - :
Replying to Senator Harding's charge
that "It Is qulta true that certain power
ful Influences, ' which s arf deeply con
cerned In carrying out the present ad
ministration's foreign policy, are pre
pared to contribute most liberally to the
Democratic funds." Chaimian White said
he had not seen any sucn contributions
so far, and that yesterday, when the
national Democratic cpmrtiittea payroll
was laid on his desk, it Was with the
remark that there were no funds.
.White declared the Democratic party
. had. always 'depended 'upon popular sup
- port Jn ; Its campaign, and. would; do bo
thla year, " Some 300.000 jiames, he said,
were on the committee's ' list, and indi
cated that the machinery for canvassing
' these would be speeded up. ' It- had not
- been determined whether W .D. Jamie
son, who has been-in charge, of this work
in the past, would continue. tp function
. in that capacity or do other work In the
campaign. . . -
O'BBIEN WESTERS MA5AGER
William H. O'Brien of Lawrencebuyg.
-, Ind . had been tendered the post -of
Western manager,, with offices In Chi
cago. .White said, .
i Before leaving for New Tork this aft-
ernoon, Chairman Whit sent a telegram
to Democratic members of the Tennessee
state legislature, urging them to do their
Utmost to make theirs the thirty-sixth
state; to ratify women's suffrage, declar-
- Iqg It would please Governor Cox very
' . much. " ' i"
Senator Robert L. Owen of Oklahoma,
himself a candidate for the Democratic
nomination for the presidency at San
Francisco, had a long conference with
White. , S ',-
' "I shall do my utmost to assist Gov
ernor Cox arid the Democracy : ln the
pending campaign," said Senator Owen.
"I feel this Is the best way In which to
serve the American people."
