States public health ervice, and make an Investigation and report. The government allow ance for the care of the patients ia S4 a day. The matter came to public notice a few days ago. when a committee from the Association of Fathers of Soldiers and Sailors, generally known as the "Daddies' club " was appointed to make Investigation of reports that had come to that organization of alleged Improper conditions at the sanltoriuro. Tins com mittee is composed of I. B. Baketel, president of the association ; George K. Funk, city auditor; John A.,Mears. at torney, and W. B. Patterson, assistant secretary. ". r. 8. AUTHORITIES NOTIFIED The result was that a letter was sent by Baketel to Major Richard I Waugh, assistant surgeon in charge of the local United States public health service of fice, detailing certain alleged Improper conditions at the sanatorium, and ask-, ; ing him to take steps to have them reme died. He then forwarded this letter, with his recommendations, to the sur geon general of the United States public health service, i Major Waugh stated - Saturday night ; that while there is no question that there should be better sanitary facilities at the sanatorium, he believes the returned service men are being handled as well as existing conditions will permit, and that betterments will come as soon as an adequate water supply can be piped to the institution. T have frequently visited the sana torium and have talked with the pa tients." said Major Waugh, : "and I may say that whatever ritlcism is to be made should be directed probably more to the public health service than to the managers of the sanatorium, for the reason that the tendency has been con stantly to urge upon the institution the taking in of more patients. -SANATORIUM CROWDED 'The fact Is that the average of for mer survice men under treatment there has been 44 while I believe there Is am ple accommodation for 16 less than this number. The result has been that there has been a ruh for the use of the limit ed sanitary facilities, the toilets and hatha This can be obviated by thought fulness among the patients themselves, i "As to the food, I believe that while it is not of great variety; it is wholesome and as good as the average of such institutions, j I have forwarded the complaints to my superiors, and have recommended that, in view of the seriousness of the charges made, an ' Inspection should be had, and have suggested-that the men sent for this purpose,- if the department decided to make an Investigation, should be men who have had practical experi ence in the handling of tuberculosis cam pa "It is only a natural thing that men whose homes are in Portland and vicinity would, much prefer - to be in a sana inrinm h.ni than to be sent ' away to California or elsewhere. The result has been that the public health service authorities have tried to carry out this wish, and that more men have been sent out to the sanatorium than could be given- complete accommodations un der existing conditions." Dr. K. A. Pierce, proprietor of the sanatorium. declared Saturday night that the charges are ridiculous and that federal inspectors who have made offi cial visits to the Institution have report ad favorably on an extension of the work to include vocational training. He addressed, a telegram - to Hugh Van Valin of the United States public health service at Seattle Saturday night asking .that a public health service official con versant with 'tuberculosis hospitals be : sent here at once to investigate. Activities of the group were said to have extended over a period of four months, v, The police i believe that Joseph was the author of the worthless checks and the others passed them.
