The new rite established by the, dock com mission at. Astoria will not affect either Portland or Puget Sound porta. - The meetlnr of representatives from Seattle and "Astoria, set for' Friday morning, with the Portland dock com munion did not take place. Secretary ' JTrank Randall of the local commission extended an invitation Thursday for a conference' In accordance with the reso lution passed at the meeting Thursday morning. - - . ! Over long distance Seattle declared (hat there was no need of such a meet ing and that Sound ports would stand by Portland on the matter of maintain ing present rates. Astoria Informed the local board that rates had been estab lished at Astoria and that they would stand on the new tariff sheet. f At a meeting held in Astoria the dock commission of that city adopted a new schedule for the handling of grain and commodities-on the municipal terminal at greatly reduced figures. The new iscale was based on the cost of handling jplus the overhead. This reduction was close to 60 per cent under the charges now prevailing at Portland and Puget Sound. - (MICIIAEIi O'JTEILJj, PIONEER j STEAMBOAT ENGINEER, DEAD J Word ha been received In Portland of I the death in San Francisco of Michael O'Neill at the age of 76. He was one of the pioneer steamboat engineers on f the Columbia. He was born in Ireland i in 1844 and came to America in 1866. ; He will be buried from the St. Marys ! cathedral Saturday morning at 9 o'clock.. Interment In Mount Calvary cemetery. O'Neill came to the Columbia river on the tug Merrimac in 1871 and six months - later went to the upper Columbia and1 Hnake rivers, where he was in the em ploy of the-Oregon Steam Navigation company for three years, in 1876 was chief engineer on the Bonita with Cap tain George Alnsworth and served with Captains Alnsworth and Babbidge until 1881. With Captain Thomas Callahan he subsequently purchased the steamer '"Margery," working with her as engineer and retiring in 1890 to go to the transfer boat Tacoma at Kalama. He remained on the Tacoma until 1904,when ill health forced him to move to California. - He remained in the South until his death. He had recovered his health and, al though he had been failing the last year, death was sudden. He Is survived by a sister, Mrs. Nora Dranga of Portland; a, brother. James O'Neill of San Fran cisco, and a sister, Mrs. James Gumble ton of Ballymacoda, Ireland. LIMITATION OP LIABILITY IS OBTAINED BY SHAVER CO. Limitation of liability was obtained by the Shaver Transportation company through an order of the federal court Thursday making the : owners of the steamboat "State of Washington," re cently sunk in the Columbia river near Astoria, liable only for claims, to value of .the wreck. - " , ; ; ' Counsel for the Shaver comipany re qwested the court to appoint C H. Cal lander, president of the Callander Navi gation company of Astoria, Joseph Sup ple and Charles Nelson as appraisers of the wreck now lying in about 60 feet of water. Judge Bean allowed the ap pointments. ........ This action requires all claimants to make their claims In court, which takes the place of .all suits for damages. The value of the wreck must be divided pro rata among claimants. ! REX BEACH'S FORMER YACHT FIGURES IX RIVER ACCIDEJiT Efforts are being made to settle the blame for the collision between the yacht Wisdom, owned by Fred Vogler, and the Penguin, used by the naval mili tia and operated by Captain George S. Shepherd. The collision occurred near BL Helens Saturday afternoon. United States Inspectors Edwards and Wynn will not Interfere unless violation of the navigation laws becomes a factor in the . case. ' ' - : The Wisdom, a sea going yacht, for merly used by Rex Beach in his Alaska tours, struck the' Penguin on the star board : side, and only prompt action saved the latter craft from going to the bottom. She , carried - a number; of mem bers of the naval militia and some pas sengers. The Wisdom stood f by and towed the Penguin to the ways at St. Helena . J The Penguin was bnllt by the late Will ' Roberts of Roberts Bros., and christened the Sunbeam. She was sold to H. I Keats and named the Mildred Keats. During the war she was taken over by the state and named the Penguin and used by the naval militia. SCHOONER OREGON WIXL TAKE LOAD BEFORE GOING ON DOCK The steam schooner Oregon, which 1 bumped on the bar - at the entrance to Grays Harbor Monday, probably will not tome -to Portland to go on drydock She will take a full cargo at Aberdeen and be towed to San Francisco for re pairs. ' It will be impossible for the Port cf Portland drydock to receive the Oregon before next Wednesday and time can be saved by loading and proceeding south in tow. She is not leaking. Schooner Coquette Beached Saq Francisco, i July !( I- N. S.) The gasoline schooner Coqullle, owned by the Union Lumber Co., Is now beached at prakes bay. t The Coqullle went ashore at Fort Ross late Tuesday night. After getting off. she tried to make for San Francisco, but became waterlogged and was forced to go into Drakes bay. The Coqullle was formerly the sailing schooner Coqullle and built at Bandon in 1883. Japanese Steamer Chartered -Charter of r the Japanese steamship Tomuira Maru of the Mitsubishi line, lumber from Portland to North China, was announced this morning. Bates were not made public, neither was the charterer. The cargo will be furnished by the Douglas Fir company. She will carry close to 2,500,000 feet. April 4 she was dispatched by Pant Russell with 2,411.000 feet for the Orient.
