I FIRST TIME, IN 30 s YEARS
t Captain J. J.'K. Kougban, master of
the steamship Hayden,; which arrived
up Tuesday, was; in his early days, a
bold bad -second mate and . his skipper
waa none other than .Captain Andrew
Hoben of Portland.' For 80 years the
two had not met until an encounter at
the' Portland Merchants- exchange Tues
day morning. The last tneeting was in
San Francisco in 1890.
In J877 Captain Hoben was master of
the "baftc Ralph B. Peake and Captain
Koughan. a youngster, was sent on
the Peake wlih-Captaih Hoben. the craft
being owned by an uncle of the present
master of the Hayden.

sustained by the court and the man

SCHOOL CASE DISMISSED

district No. 24 of Marion county against
W. M. Smith, county superintendent of
schools, in an effort to compel the ap
portionment of.couryty funds to the dis

for all children of school age within the

growth of an attempt on the part of
the county court of Marion county to
levy an assessment in excess of the
nor cent .constitutional limitation.

Marion county eircuit court. The ac
tion of the lower court leaves the school
fund Inadequate to provide the $10 per

county school superintendent cannot be
compelled by mandamus to mane- an
apportionment of the school fund among
several districts unless is maue to
appear that there in some fund In . the
treasury available for that .purpose.

declared Inspector R. P. Bonham of the
United States- immigration services, who
returned Tuesday from San ' Francisco
where he attended the' Democratic con
vention after seeing some deported Mex

"The coast -cities are becoming very
popular for conventions." said Benham,
"because of the climate and the general
preparations that coast cities make.
"I never saw such enthusiasm. If you
would take all the enthusiasm at ai col
lege" football game, at a track meet, at
a Fourth of July celebration and every
where else you expect td find excitement
and, multiply all that about 10 times,
you could gain some idea of the enthu
siasm at the convention."
