The volume of trad was extremely light and lack of pressure permitted an early advance from a lower opening In corn with oat following suit within a narrow range. Prices turned easy around mid day, however, under scattered selling that wa difficult to tram. Corn and oat won dropped below the opening level. Since the city of North Bend has no authority to sell its bonds at less than par the sale so made would be invalid and the state treasurer, should he become the purchaser of the issue at such sale, would be holding invalid securities. This is the gist of an opinion prepared by Attorney General Brown in reply to an inquiry from State Treasurer Hoff as to whether it would be legal for the state to bid in bonds being offered by North Bend at 91 cents oh the dollar.
