Washington, June 21. A ..radical
revision of the allies treaty of peace
with Turkey , has become necessary
. because of the arrangements entered
Into between Russia and Great Brit
ain since the pact was formulated.
This revision, it was stated In offi
cial circles today, 'will apply to the'
limitations-of the "sone of the straits"
and Its government, which i were de
scribed In detail some days ago In
, the London newspapers and reprinted
In part tod-iy In the United States.
The concern of American diplomats
IS that neither the fact that Premier
Lloyd George was consulting 1 with the
Russian envoy Krassin nor the details
of their discussions has even been com
municated to this government. These
discussions and their results are therefore-described
officially today as "se
cret" They . have been, therefore, a
clear violation on the part of Great
Britain of the elementary provisions
of the League of Nations. If Is 'point
ed -out that President Wilson was in
vited by the San Remo conference to
offer his view on the settlements with
Turkey, but It is not known whether
Great Britain' will ask the opinion of
; the United States on what is certain
to be a new treaty between Great Brit-
ain. at least, and Russia.

were arrested late Sunday at the home
of C. N.. Mlchelsen. Motorcycle Officers
Abbott and Tost, who made ) the arrest,
are placing a charge of larceny.
Lieutenant Mafoney . and Inspector
MaUett. who Investigated the case, found
that Long and Hopkins were "working
with" Harry Duval and Ralph DeLash
mutt, arrested earlier, and who were
found to have In their possession a gun
stolen from Frank Spada of Hillsdale,
June 13. These men are believed by the
detectives to have come In to "work"
Portland during the Shrine week. They
are being held in the city jail.

Claud Comstock laughed at her -year-old
boy Jesse when he declared he was
going to die. Forty-five minutes later
the boy was dead. Physicians could not
determine the cause.

Kerr nursery at Twenty-second jand
Sandy boulevard at 3 o'clock Sunday
afternoon. -
Mrs. R, E. Bondurant, president of the
board - ot managers. Introduced Mayor
Baker, who acted as chairman and de
livered the principal address, r W. D.
Wheelwright, treasurer of the Pacific
Coast Rescue ; and Protective s society,
called attention rto the splendid service
and low salaries of workers in the Insti
tution. The average annual compensa
tion of employes, he said.- was $350, field
workers receiving only $60 per month
and paying their own expensea ' . k
The musical portion of the program
was in charge of Walter Jenkins, as
sisted by Russell Page and Harold Dagg.

brick structure, costing about $65,000,

donated by Alexander , Kerr. . .Cost of
equipment for the new nursery Is esti
mated at approximately $20,000. The
institution will - be ready -for operation

Progressives and. liberal Republicans
will suppbrt Warren G. Harding for
president, but they will reserve tne
right to go beyond the Republican
platform on labor issues, ex-Senator
Albert J. Beveridge, Indiana, former
Bull Mooser. said today, following a
conference v wiyx the Republican
nominee.
"Senator Harding Is the nominee" of
the Republican party and we are going
to support him," Beveridge said. "But
I have my own views on labor questions
and X will make my own platform when
X get on the stump. .
. He said Harding nrV2 have ' two ob
jectives in the campaign, rejuvenating
of his party and a return to constitu
tional : forms'- of government -through
party control.

Early this morning he; went Into
conference with National 'Committee
Chairman Will H. Hays, National Com
mitteemen A. : T. Hart of Kentucky. J.
L. Hamer of Oklahoma, John W. Weeks
of Massachusetts. C D. Hilles of New
Tork and Ralph Williams of Oregon.
Others present were : Fred W. Upham
of Chicago, treasurer of ' the national
committee ; Clarence B. Miller, its sec
retary, and Harry M. Daugherty of Co
lumbus, Ohio. Harding's manager in the
pre-oonvention campaign.
Increase iri Rates

Hints of a rise In rates on cooking
and fuel gas were ' given at today's
meeting; of the city council. when En
gineer Krohner of the Portland Oas A
Coke company Joined in the discussion
of suitable types of heating; appliances
for the new Isolation hospital at Kelly
Butte. . - ; . i.
Krohner said. In the discussion of the
merits of wood, coaL and gas heating
systems, that the gas company Is. find
ing it difficult to obtain sufficient fuel
oil at present contract rates, with the
prospect that on renewal of consracts
either marked curtallEient or supplies
or higher prices or both mlght.be ex
pected. . -
It may even be necessary, Krohner
Intimated, to revolutionise the gas mak
ing Industry 'in Portland by using coal
instead of oil as the base.
Krohner added that this might lead
te ' an advance, in rates, though he
doubted if the increase would amount to
as much as ' the proportionate increase
tn nroduction costs. '
So far no application for increased
rates has been made to the public serv
ice commission, which fixes the rates.
The council deferred ' " action on the
type of heating plant to be Installed.

the Orient, while the women visitors, to
whom have heretofore been ascribed the

dued costumes,; are gazing with enrap
tured eye upon the strutting males of

the days of savagery.

be the first continuous display of ell

rich cities of the east over the-burning

extend its hospitality to every visiting
Shrlner, so a welcome sign has been

Tangier has "jazzed across the coun
try, and Intends to keep the "jazz alive
the whole time it Is in Portland. Inci
dentally, the Tangier ' patrol has been
selected as the official escort for the
Imperial potentate. Potentate Stiles and
Representative V. F. Whltcomb . are in
chanre ot the Omaha bunch.
Tonight the Omaha nobles are plan
ning to have a street show. Just what
the show win be .Is a mystery, but it is
going to be the real thing for jazz and
pep, it is promised. .

having been placed at the disposal
of the Shrine committee to assist in
making the stay of the visiting Shrin
ers happy.
That the Shriners may not be over

10 barrels of ice water along the line of
march and at each pause will pass water
