The report made by the Investigation r committee of the Russian cooperative societies , on its trip to Moscow has Just come Into my hands. It Is complete con demnation of Bolshevism. "From the beginning to the end we were isolated from contact with the society at -large." said M. Makhetv and M. Shomeleff, chiefs of the delegation. "We were not allowed to treat with the cooperative reprenentatives in Moscow nor to communicate with our headquar ters in London. We Were not allowed to stop in Petrograd. Nevertheless, through numerous personal relations in all classes of society we did succeed in getting information of the actual situation in Russia. The Tokio foreign school, established a long time ago for the purpose of educating Ameri can and British children, chiefly those of missionaries, has been growing and de veloping , gradually until It has an en rollment! of more than 100 children of -various nationalities. More than one half are Americans and one fifth Brit ish, the remainder being Russians, Japanese.- Europeans and South Americans. About 60 per cent of the pupils belong to the missionary element and the other 40 per cent to business an-i diplomatic cir cles. I i ', Though the constituency is Interna tional, efforts to compromise on the method of running the school have failed and it has been decided to reorganize it entirely on the American educational system, fit will be called the American school of Tokio, but there will be no discrimination as to nationality. Heavy vans are arriving dally at the ex-kaiser's new residence at Doom with furniture and pictures belonging to the Imperial family.5 I The former monarch was to move within two weeks, but one f my correspondents at Doom, who succeeded in penetrating the old manor, reports that the house will not be ready before the end of May. The apartments on the top floor are nearly completed, but 80 men are still working ' in the large hall.
