Washington, May 17. Republican
party leaders this week will .defi
nitely - begin the serious task of
building a tenable peace treaty and
League of Nations position' from the
conflicting proposals of its platform
- architects. .- ,.- :: .. . I.
Owing to the fact that several mem
bers of thp national committee's platform-
builders .are In the house and
senate It was decided to nave the execu
. tlve committee meet . here Tuesday,

- with" the different treaty forces.
There has been much preliminary
jockeying in the matter of the party's
stand on the issue, many formal ar
rangements, and even reports that some
." decision had been reached.
PROBABLE MIDDLE GBOUBT
As a matter of fact the, subject has
been postponed for definite action until
. various proposals have had a run for
their money in congress, and nothing
final has been decided. With the con
vention only three weeks off, however,
it Is agreed that work should begin on
the league problems and disposed of
and provided for in so far as possible.

of adopting a platform plank squaring ,
with the Lodge position or denouncing j'
the whole r league covenant, reserved or
otherwise, and offering In Its stead
some constructive counter proposal to )
the Wilson league. Knox has suggested)
as such a compromise, a plank calling
for codification of interntaional law and
the establishment of a world court for
peace. "
If the committee should favor some
such arrangement It might well strength
en the forces of either Johnson or Knox
at Chicago. , . i -
. But the Knox resolution did not com
mand the support in the senate Satuntav
that the Lodge program did on the last'
vote taken in the upper branch of con
gress.. V : - : -..

The house probably will pass the I C
Knox resolution, but when the president
vetoes it there will not be the necessary
two-thirds votes in either side of con
gress to repass the, resolution over the
president's veto. -
From the point of view of numerical
support, the Lodge position will go into
the convention stronger than the course
advocated by Knox.
And discussions . with Republican
leaders would leave little doubt that the
party will favor a plank as nearly as
possible along the line consistently main
tained by Lodge and a majority of his
followers during the treaty fight.
Then, If the Democrats support the
president in his stand for an unaltered ;
league as originally submitted, the issue
would be clear between- the "Wilson
league- and the Lodge "Americanised)
, league." j
If the Democrats declined to follow i
Wilson's advice at San Francisco there
ould be so little vital difference be
tween the two party planks that the

issue and the campaign could be fought
out on other issues, which the Repub
licans greatly prefer.
MESSAGE LOOKED FOR
The Republican platform executive
committee, while in session lre, will
confer with leaders 'of all factions in
the treaty fight and attempt to arrive
at some satisfactory conclusion.
Owing to the fact that the Republican
nomination will be materially affected
by the party's position on the league
and that the Democratic nomination
may in large measure depend "upon the
identity of the Republican nominee, the
foremost political question today is what
disposition the Republican party will
make of the league.
President Wilson may help solve the
Republican problem by showing plainly
what he purposes the Democrats should
00 when he sends congress his answer
to the Knox resolution.
DOJTNEIJji AND IHCKEY FAVOR
LEAGUE WITH RESERVATIONS

Republican club of Oregon. M. Z. Don
nell, candidate for delegate to the Re
publican national, convention from the
Second congressional district, and Oliver
M. Hickey, candidate for delegate at
large, both declare themselves In favor
of the League of .Nations with the reser
vations adopted by the majority of Re
publican senators.
Their answers follow:

of the League of Nations with the sen
ate reservations adopted by the major
ity of the Republican senators.
