Oregon property owners in 1920, un
der the .levies of 1919, for the main
tenance of state, county and munici
pal governments, according to a
, aummary prepared by Prank O.
Lovell, state tax commissioner.
Of this amount 94.391.20S will go di
rectly into the coffers of the state,
$5,122,124.21 will be retained by the
counties in which collected for general
county expenses, $2,754,064.11 goes to the
general school fund, $7,353,100.91 to the
special school fund. $2.37.568.2 to the
-general road fund, $1.127. 693. 57 to the
special road fund. $840,035.43 for mar
ket roads, $6.69,004. 00 for special city
and town levies, $850,424.19 for ports,
$1,030,771,53 for miscellaneous pur-
, poses and $59,684.94 for fire patrol.
Forty-eight thousand dollars Included in
the Marion county levy in excess of the
1 per cent limitation is being refunded
by order of the circuit court.
V. Multnomah county easily leads the
list with a total tax levy of $11,988,-
' 92S.91 and Clatsop county Is second with
a total of $1,618,782.66.

"Captain Blain was employed by the
Northwest Steel company and the Co
lumbia River Shipbuilding corporation
several weeks after he had ceased work
ing for the Emergency Fleet corpora
tion. Likewise, he was employed by
other shipbuilding concerns in the North
west. Including Skinner & Eddy in Se
attle and the Albtna Engine & Machine
works in Portland.

Europe is asking for the names of fac
ulty members, graduate students and
alumni of American universities who
plan to spend the summer in Europe In
study and vacation. Lists of hotels and
homes where paying guests may be re
ceived will be forwarded to those who
make tbe trip.
Arrangements are being made, accord
ing to a letter received from George E.
MacLean, director of the union, where
by the travelers may be registered, a
meeting place afforded where appoint
ments may be made with friends and
mail handled. Introductions will be

Strikers Denounce
Leaders in, Attempt
To Settle Walkout
Chicago. April 22. (U. P.) John
Grunau. leader of the striking rail
road switchmen, was back In Chi
cago today, free from Jail on bond.
Reports were that Grunau would ar
range a second meeting of "outlaws"
to end the strike.
Following the breakup of the strikers'
mass meeting called yesterday to offi
cially end the strike, Shannon Jones
and R. S. Murphy, Brunau bowers, led
groups of strikers back to their Jobs.
They were called "rebels" and "trait
ors" when they attempted to have the
strikers' meeting vote the strike ended.
Railroad officials today reported the
situation nearly normal.

Germany's Attempt
To Raise Big Army

Paris. April 22 (I. N. &) Berlin's
proposal, whereby Germany counted on
training hundreds of thousands of sol
diers, thus "evading the military terms of
the treaty, was flatly rejected In a com
munication forwarded to Berlin today
by the council of ambassadors.
The treaty provides that Germany's
military forces shall consist only of vol
unteers enlisted ; for 12 years, of which
only 5 per cent hall be replaceable an
nually. Germany sought to avoid this
provision with the counter proposal that
she be permitted ;to discharge as many
of the volunteers as she wished every
six months, replacing them with fresh
recruits. 1 ;
