TANK STEAMSHIP
CONTRACT SIGNED
FOR LOCAL PLANT
. Confirmation of the fact that-contracts
were signed at Washington,
D. C, Monday, by which the North
west Steel company Is to construct
. Seven t.nk steamers for the France
, & Canadian steamship company, was
received by President J. R. Bowles
A. today in a message from Vice Presi
dent Wjalter Beebe.
Vi OjJBeebe has been In the East for sev--.
eral - months conducting negotiations.
The vessels will be built on private con
: . tract on! an arrangement made through
the. United States Emergency Fleet cor-
poratlon. This was necessary because
the Northwest Steel company has not
- yet been entirely released from govern-
' ment control.

Only the announcement that the sig-
i natures had been confirmed was made
: by Bowles today. The vessels will be
of 12,000 gross tonnage, making them
the largest ever constructed In the Co-
lumbia iriver district.
; These tankers will be 500 feet over
' all In length and of about 60 feet beam.
, Construction will start in a "short
. time," Bowles explained, and delivery
will mot occur until the first half of
. 12L ;
"'We are going to build these vessels
carefully and there will be no noeei-sUy
. for the! rush work as It was done dur
lng the! war," said he. "There will be
more work in one of these boats than In
two of the others."

oils and will be operated In the Atlantic
trade, probably jjfween the Gulf and
east coast ports. For their construc

the ways at the South Portland yards,

adequate.
The Northwest plant has been closed
down all winter, and when operated will
be run; as usual, Bowles said, on the
open shop plan.

TWO FULL LUMBER CARGOES

Two imore steamers for full cargo
loading! in the Columbia river were list
ed Monday, one by the Pacific Steam
ship company and the other by Frank
Waterhouse &. Co. The cargoes are to
go to the Orient. The Olen, now com
pleting a voyage around the world, will
call May 15 for the Admiral line to
load a cargo of lumber tinder orders of
; the Pacific Export Lumber company,
and the West Ivan Is expected to go
on berth between June 1 and 10 for
lumber i loading by the same company.
i The Olen is now loading at Philadelphia
for San Francisco, and will coma light
to Portland from the CJolden Gate. She

Shipbuilding corporation's South Port
land plant, the sales and supply division
of the Emergency Fleet corporation this
morning opened an office at the ship
yards with Al Lundgren. salesman, in
charge. Bids for the entire lot of ship
building equipment, including a cafe
teria ! for workmen, will be received
until April 19. Kverythmg is to be sold
under one bid and offers to purchase
portions of the equipment will not be
considered.
DREDGING OFFICIAL OF JAVA
INSPECTS PORTLAND HARBOR
J. F. B. Regensburg, chief of the
dredging department of the Netherlands
East i "Indian government, with head
quarters at Wcltevreden, . Java. Is a
Portland visitor today, inspecting the
harbor and the dredging work of the
Port of Portland. In tow of General
Manager Polhemua of the port commls
sion this afternoon, Regensburg, who t
has charge of a fleet of 40 dredges, saw
the dredges Tualatin and Willamette in
action. He is en route to the Atlantic
coast and to Washington, D. C. After
visiting on the east coast, Regensburg
goes i to Holland to take over two
dredges being constructed there for his
department.

The following bulletin in regard to
aids i to navigation in the Seventeenth
Lighthouse district was issued by Super
intendent Robert Warrack Monday :
Washington Willapa bay bar I'aution: Re
ports : received from the master of the steamer
Clarernont state that soundings taken on April
4, 1020, show that the water is shoaling in the
vicinity of the Inner buoy. Vessels should not
attempt to pass to the northward of this buoy,
but should pass well to the southward of it.
The buoy will be moved to southward as. soon as
practicable. Willapa bay Elk Spit Gas buoy 1,
light reported extinguished April 7, 1920, will
b relighted as soon as practicable. Grays Har
bor 'Caution: Reports received April 12,
1820; indicate that the sea is encroaching so
rapidly on the site of (5rays Harbor Entrance
Rang Front Light that it may be necessary to
temporarily discontinue this aid at any time.
Puget Sound Nhilshole Bay Outer Light struc
ture iheretofore reported carried sway was re
paired and light relighted March 20. 1920.
