leaders called off the general strike at

conferences with the government In
which they stood fast In their demanded
lor governmental reform before ordering
the workers back to their posts.

nally yielded to the strikers' demands,
which were understood to Include:
Formation of a new cabinet with
labor representation,

dent Chart's minister of defense.

believed the strike, has passed beyond

Severe flghtingr was reported in the
Berlin suburb Of Steglltx late yesterday.
Baltic troope, evacuating the ' city,
raided meat stores. Reichswebr troops
attempted to dislodge them and fighting
followed.
Massacre of a truckload of soldiers
by radicals at Schoeneberg was con
firmed. Officials believed In Berlin
proper the total dead will not exceed 100.
Spartacans were reported to have
captured Dusseldorf. The government
troops retreated -without a struggle.
Dispatches from Kiel today reported
that the communists finally had gained
complete control there, aided by soldiers
from warships in the harbor. More than
150 sailors were reported killed.
WARSHIPS ABE SEIZE
The sailors seized three warship the
Schwartzburg, Ragensburg and Wittels
bach. The captain of the Wittelsbach
killed himself.
Eight men were killed in fighting in
the Alexanderplats in Berlin late yes
terday. Three were killed when a crowd
in the Leipsigerstraase was fired on by
soldiers.
The national assembly, dispatches
said, will remain in Stuttgart uafcil order
has been restored. There was no con
firmation of a report that President
Ebert arrived secretly in Berlin iaat
night.
Officials of the Ebert government be
lieve that action in agreeing to the de
mands of the labor unions will result In
rapid restoration of order in. at least
the Berlin district.
They characterized the present out
breaks as Bolshevtms's last stand.
COMMUNIST OUTBREAKS
THREATEN ALLIED PLAN

London, March 20. (U. P.) British
officials tonight viewed the situation in
Germany with unconcealed anxiety.
The rapid spread of communist out
breaks, they believed, threatens not only
the treaty of Versailles, but the entire
allied plan for future relations with
Germany.
A Paris dispatch said that because of
the seriousness of tbeacommunist insur
rectionary movemenWIn the Rhir. in
dustrial district, the entente authorities
had granted permission for retchswehr
troops to enter the occupied zones to put
down soviet movements.
The seriousness of the' situation wae
reflected in a Stuttgart dispatch which
said the Kbert government had been
forced to mobilize the civil militia to
protect Itself from the communists. An
uprising in the temporary headquarters
of the government was threatened, the
dispatch said.

A Spartacan army of 7600 was report
ed seizing control of the important West
phalian industrial cities. It was said
to have driven government forces from
Dusseldorf and other cities. The Ebert
forces took refuge In the British sone
of occupation.
Belgian outposts on the right bank
of the Rhine have crossed to the left
bank.
Dispatches here indicate that the Spar
tacan movement is strongest in the great
Industrial district of Westphalia. The
German delegation In Paris officially
confirmed reports that the 8partacans
have captured Dusseldorf. Operhausen.

Berlin, March 19. (Delayed.)
The Von Kapp regime carried on Its
press eenaorahlp with a ruthless
hand during the four and one half
days it was In power. A number
of prominent editors, including
George Bernhart, were arrested and
It was learned today that they were
threatened with execution. 1
X press bureau was established which
gave out much false information. This
course was responsible for reports that
Gustav Noske and Bauer (the chancel
lor in the Ebert government) had been
arrested at Dresden. The offices of the
Holland news bureau were raided by
troops and the telephone lines, cut. but
as a general rule Dutch, Swedish and
'Swiss correspondents were given much
more liberty in sending dispatches than
American and British reporters.
Sentences Delayed
In I. WW. Oases
Montesano, Wash., March 20. Hearing
on the motion for a new trial for (the
seven I. W. W. convicted of second de
gree murder for the slaying of Warren
O. Grimm in Centralis, has been post
poned from Monday until the afternoon
of March 89 by Judge Wilson. Post
ponement was made in compliance with
a request of George Vanderveer, their
attorney, made by telephone from Port
land. Sentencing of the prisoners. Judge
Wilson said, would not occur until after
arguments on the motion for a new trial
are heard.
Huge Tunnel Under
Atlantic Is Talked
Albany, March 20. Samuel C. Lan
caster, chairman of the Armenian re
lief committee for Oregon, addressed the
high school students here Wednesday
afternoon. He touched upon the possi
bilities of a huge tunnel which is pro
posed between Europe-and America.

Earlier dispatches from Aixla-Chap-elle
said that a soviet republic had been
proclaimed at Essen, the steel manufac
turing center of Germany.
UK WARD FOB TON KAPP
An Amsterdam dispatch, quoting an
other dispatch from Baden, said the
Ebert government had offered a high
reward for the arrest of Dr. von Kapp,
leader of the Berlin insurrection, and
General Baron Von Luettwitx, his min
ister of war.
There were indications, this dispatch
said, that the allies are preparing to
enter Germany unless order is restored
soon. Strong allied forces were being
concentrated at Strasbourg and Mete.
