Dr. Lynn Harold Hough, president
of Northwestern university, Chicago,
in an address Thursday before the
Progressive Business Men's club. . s
It resuWs, he explained, from ignor
ance In the minds of aliens of the fact
that in this country, through political
action, may be obtained what in the
countries whence they came is denied

rule.

election which was to have given Rus

Bolshevism is the opposite of democ
racy, said the educator. It was his task
to define democracy. This was his offer
ing: "A circle with the individual st the
center Is anarchy. A 'il.-cle with tin
state at the center Is tyranny. Democ
racy Is an elipse of which the two foci
are tho individual and the state, the in
dividual being given every right that
does not Interfere with the common
good, the state exercising all authority
which Is possible without questioning
the individual."
England and America, said Dr. Hough,
ere two countries 'where revolution Is
unnecessary, because the majority can
get what they want through pollthia!

condition as America, because there the
government Is so tremendously respons
ive to the will of the people they some
times get things they are not sure they
want, while In America the majority
gets what it wants If it wants it long
enough.
