Russian Consulate Tells Chamber

merce Thursday noon.
That Portland Is deeply Interested in
the trade possibilities of Siberia, was
manifest last week, when Milovlch spent
the entire week conferring with local
merchants, manufacturers and shippers.
At the luncheon in hts honor Thursday,

Conditions.
, "War and revolutions have dealt a
terrific economic shock to Russia in the
last five years," said Milovlch. "Prac
tically all Industry has been extermi
nated and Siberia as a result must pur
sue two courses; establishment of new
industry and purchase of products
abroad.

"Prior to the war Germany's influ
ence bad prevailed In Russian Industry
and commerce. With but few exceptions,
everything purchased by Russian inter
ests came from Germany. It was natural
that such a course of action should come
for the Oerman government made it a
practice to supply all school and college
needs with goods bearing the 'Made In
Germany label. Business men as a re
sult held a preference for German arti
cles of their contact with them In school
days.
"Efforts are being made by Germany
to capture the trade of Russia even now
and the Siberian government is anxious
to have America assume the same rela-
tionshlp to its people as the German gov-
crnment had before the war."
Milovlch 'explained that American
mercnants must go aiier eiDenan Busi
ness in a way familiar to Russians. For
eign trade representatives, he said,
should in every Instance understand Rus
sian, business methods and be sbie to
speak the Russian language.
In giving further explanation to con
ditions stirring bis home land. Milovlch
read extracts from an article -written by
in-ofessor Vladimir L. Malellev, rector of
the Polytechnic Institute at Omsk, for
the January issue of "Siberian Oppor
tunities." The extract follows;
"Without denying the many positive
qualities of German science, technique
and Industry; we must remember, that
Germany's principal efforts were directed
not towards the peaceful conquest 'of the
world's markets, but to prepare the way
for her military operations. Germany
regarded the development of her Industry
rather as a means of acquiring military
power than anything else.

"Now Germany is beaten ; her power is
broken, but certainly only temporarily.
She will shrink from nothing ; no effort
whether lawful or unlawful will be, too
preat; everything will be brought into
play to enable her to regain the position
she occupied before the world-war.
"She Is once more ready to enter into
economic relations with Russia, without
reference to the kind of government
which exists in this country. ' The task
of the allies, who have been at war with
Germany, must be In the future to pre
vent her from strengthening herself in
an industrial and "economic sense, at the
expense of her weaker neighbors.
"In particular the United States should
not. allow Germany to execute her plan
of subjugating Russia economically be
cause of her weakness resulting from
war and revolutlom In the first place
America should turn its attention to Si
beria. It should come to the help of cul
ture and industry awakening In that
country."

Members of the city planning commis
sion are busy acting on petitions from
residents over the city who ask changes
of classification under the proposed
soning ordinance, according to Charles
Henry Cheney, consultant to the com
mission. Cheney states that where a substan
tial majority of adjoining property . own
ers desire a change of classification, the
petitions are granted as fast as the
council and ptannlng commission can
check up on them. j
Changes that have been agreed i upon
during the past few days are as follows :
Both sides of Main street, from Stout
street to 100 feet east of King, changed
( to class two for apartments.
Both sides of Broadway, from Iiarra
bee to Williams avenue, changed to class
five, for any kind of business, including
garages and apartments.
In Holladays addition, chancing the
north de of Multnomah street, from
Rest Eleventh to East Fourteenth: on
Wasco, both sides, from East Eeventh to
East Fourteenth; on Clackamas, from
East Seventh to East Fourteenth streets,
to permit apartments.
The soning ordinance will be presented
to the council for first reading oh
Wednesday, January 21, according to
Cheney.
